Need Statement:
The Ministry of Energy & Water recognizes the critical need for robust hydro-climate insights to address the dynamic challenges of climate change and the increasing frequency of extreme weather events. These insights are essential for informed decision-making and resilient planning. To strengthen our capacity in this crucial area, we are seeking the proficiency of an experienced Senior Hydro-Climate Specialist. This specialist will play a pivotal role in advancing climate resilience, disaster preparedness, and sustainable development initiatives.
The position aims to deepen our understanding of hydro-climate phenomena and their implications for various sectors, including WASH, agriculture, infrastructure, and community well-being. The Senior Hydro-Climate Specialist will provide strategic guidance, review, and develop the hydro-climate data centre, address potential data gaps, foster collaborations with stakeholders, and contribute to proactive measures to mitigate the impacts of extreme weather events.
Objective:
To analyse climate data, review and develop hydro-climate information, and conduct spatial analyses using GIS tools.

Key competencies |
·Master or PhD in Meteorology/Climatology/Atmospheric Physics/Water Resources. ·Minimum 10 years of experience in Climate fields. ·Experience in developing training materials. ·Strong communication skills in Dari, Pashto, English. ·Experience in drought analysis and hydro-climate data processing with statistical analysis tools. ·Familiarity with ArcGIS Pro, QGIS, MATLAB, HEC-HMS, SWAT, and related software. ·Excellent communication and collaboration skills. ·Familiarity with IPCC reanalysed climatic reports and their application within the Afghan context. ·Understanding of SDGs, particularly those related to climate and extreme weather events. ·Demonstrated motivation, planning, problem-solving, analytical troubleshooting, and team-leading/building skills. |
