Overview of position

Need Statement:

Access to drinking water, sanitation and hygiene is the basic human rights. Unfortunately, Afghans still have a long way to go and get access to this right. Over 31% of the population do not have access to at least basic water (MICS 2023). Under 5 child mortality stands at 50/1,000 live birth (NHS 2017). Ministry of Rural Rehabilitation & Development along with its sector partner has put all its efforts to attain the SDGs for WASH by provision of WASH services, coordination, policy development and implementation of the WASH projects. UNICEF as one of the main technical and financial partners for the WASH sector has remained the core partner to MRRD, MoPH MoE and other sector stakeholders. UNICEF has been backing up the Rural Water Supply and Sanitation programme of MRRD to continue service delivery under any circumstances. 

For ensuring the objectives set in the project document through the planned activities in provinces, there is need for Quality Assurance Assistant. Quality Assurance Assistant is responsible for Quality assurance activities of UNICEF funded WASH projects (All types) which include control and checking of project works and materials as well as technical design and specification. The QA Assistant is responsible for preparing technical guidelines for works and must conduct regular monitoring and supervision visit to the project sites. The QA is responsible for quality of construction materials and supplies including pipes, solar panels, and pumps.

Objective:

Check quality of products and projects of UNICEF mainly water supply

Reference to the RWP:

1. Relevant government ministries at national and sub-national levels have increased capacity and commitment to manage equitable and sustainable WASH programmes

Role objectives
1.Water supply materials and supplies checked for quality assurance.
2. Projects works checked and controlled before handing over to the beneficiaries. 
3.Supplies (pumps, pipes, solar panels and other) checked before installation. 
4.Working closely with Project Manger ensure timely action on quality assurance and maintain the documentation 
5.Monitoring and supervision held to check materials and construction processes at field level.
6.QA and QC materials produced and shared.
7.Guideline on QA and QC prepared on WASH supplies and materials. 
8..CDC/Partners of the sector trained on QA and QC of WASH.
9.Specifications prepared for WASH projects. 
10.Implementation of WSPs and O&M supported.

Key competencies


Required qualifications and experience:
•Bachelor of Science (B.Sc.) in Civil Engineering or other acceptable engineering field.
•Minimum 5 years of work experience in quality assurance/quality water supply projects.
•Demonstrable experience in performing quality control/assurance of solar pumps/solar panels polyethylene pipes, hand pumps, PVC pipes, GI pipes, submersible pumps etc.
•Reviewing technical reports, checking deficiencies and variances from project specifications and drawings, experience with scheduling is desirable.
•Familiarity with industry-standards, capable of reading maps and drawings of WASH projects
Proficiency and experience in MS Word and MS Excel.
•Familiarity with geographic nature of Afghanistan and conditions in likely project locations.
•Documentation proficiency in spoken and written English, Pashto, and Dari.
•Should possess good communication skills, with proficiency in speaking, reading, and writing in English.
•Should demonstrate tactfulness, enthusiasm towards assigned tasks, good human relationship skills, integrity, honesty, and the ability to work under pressure to accomplish work tasks within assigned given time periods.
