Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations. 

DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a highly qualified Safety Team Leader to join our office in Dnipro.

Overall purpose of the role                                                                                                

  • In close collaboration with the Area Safety Manager and Area Manager, the Safety Team Leader will support in the in the safe and effective operation of DRCs programming in Eastern Ukraine through a range of administrative functions focused on safety and security.
  • As a learning position, the successful candidate will be expected to take on additional responsibilities on a progressive basis, under the support and supervision of the rest of the safety team once they have been sufficiently trained to do so.

Your main duties and responsibilities will be:

Information
• Act as the local focal point for safety co-ordination and information sharing between the relevant national actors within the area of operations
• Collect, verify, analyze and report information that affects, or may affect, DRC operations
• Establish a network of contacts that supports DRC safety in operations
• Track safety related incidents and developments and provide trend/pattern analysis to facilitate programme access.
• Undertake and support others to undertake Risk Assessments (RAs) and facilitate the implementation of mitigation measures.
• Manage the Safety Level System (SLS) for the programmes.
• Lead in conjunction with the Area Safety Manager and Area Manager the implementation of the CIMP (critical incident management plan) by office/location.
• Manage safety related information and provide all staff with regular safety updates and advisories.
• Maintain relevant safety documentation, data and records (training register, incident tracking, maps, etc.)
• Liaise with UN agencies, NGOs and other external actors to gain safety information and analysis
• Represent DRC at inter-agency safety fora.
• Focal point for the procurement of safety-related equipment, facilities and other resources for the Eastern area.

 

Analysis
• Conduct regular Safety Risk Assessments (SRAs) as per DRC policy
• Identify indicators and key decision points, and link them to the SRA and safety phases
• Assist in training on safety procedures as required for program staff
• Prepare and submit safety reports and trend analyses as required
• Provide Safety and Security advice on programme development and implementation


Safety Risk Management
• Implement safety policies, protocols and procedures related to the safe implementation of programme activities
• Engage and participate in Safety related training as directed by Line Manager
• Supervise and monitor the development and implementation of context specific MOSS
• Mentor safety colleagues on an ongoing basis in the area of safety and security management
• Supervise the implementation of physical and asset protection protocols and regulations
• Conduct regular site assessments and advise on mitigation measures
• Assist in the management of safety incidents and crises, provide timely and accurate incident reporting reports and analysis, and support
organizational lessons learned
• Assist in the development and implementation of contingency plans; such as medical emergency, evacuation and incident management,
movement briefings and contextualization of movement plan.

 

Other
• Any other duties as may be assigned by the Line Manager;
• Conduct duties in accordance with programme Standard Operating Procedures (SOPs);
• Conduct duties in accordance with DRC Code of Conduct.
• Make sure to spread a positive image of DRC and its activities by explaining what DRC is doing and why DRC operates in that way.

 

As Team Leader, you will also be responsible for the following:
• Direct line management of 1-3 safety team member
• Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
• Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)

Roles reporting to this position: Safety Officer, Safety Assistant, potentially additional staff in the future, subject to change

Reports to: Area Safety Manager based in Kharkiv

 

About you

To be successful in this role we expect you to have at least 3 years' experience in field safety and of operating in a hostile security environments. Moreover, we also expect the following:

• Excellent reporting skills
• Familiarity with humanitarian principles and practice

Experience in security operations

Experience working in multicultural settings

Experience with information gathering

Experience working in hostile or hazardous environments

• Full professional proficiency in English, Ukrainian, and Russian

We offer

Contract length: Open-ended contract upon successful completion of the three-month probation period.

Band: G management.

Designation of Duty Station: Dniprooffice with occasional travel throughout the oblast as well as to government-controlled Zaporizhzhshka oblast.

Start date: ASAP.
