1. Project Background

*** Update for the re-advertisement: The contract period is from December 2, 2024, to August 29, 2025. *** The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral platform aiming to increase high-quality connectivity infrastructure investment in developing countries in compliance with International Financial Institution (IFI) standards, including by encouraging other investors and financial institutions to adopt such standards. MCDF Secretariat supports the day-to-day operations of the MCDF including the organization of the meetings of the Coordination Committee (CC) which oversees the Collaboration Platform, and the Governing Committee (GC) which decides the use of the funds under the MCDF Finance Facility. The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of the MCDF and host of the Secretariat with effect from June 30, 2020. MCDF Secretariat is technically established by, but functionally independent from AIIB. The Governing Instrument (GI) of the Finance Facility of the Multilateral Cooperation Center for Development Finance (MCDF) calls for an “Independent Evaluation” of the MCDF operations. Article 31 of GI specifically notes that “An independent evaluation of the operations of the MCDF, including the performance of the Coordination Committee, the Governing Committee, the Secretariat, the IFI implementing Partners, and the Administrator, and the impacts of its activities shall be carried out periodically and financed by the MCDF Finance Facility. The independent evaluation shall include verification of results reported against the Results Framework. The terms of the independent evaluation shall be approved by the Governing Committee”. Further, Article 32 of GI defines the principle of information disclosure stating that “the MCDF shall operate in a transparent manner and the governing documents, overarching activities, annual reports and independent evaluations of the MCDF shall be made publicly available”. NB: As per Article 10, paragraph (r) of GI, MCDF GC’s functions include “approving arrangements and financing for independent evaluation of MCDF.” Accordingly, the engagement of Independent Evaluation: Team Leader is subject to the approval by MCDF GC of the terms of reference of the Independent Evaluation.

2. Objectives of the Assignment

The Senior Evaluation Specialist will be engaged to work with the Independent Evaluation Team: Leader and Evaluation Specialist to conduct an independent evaluation of MCDF operations for the entire period of 2021-2025. The evaluation exercise will be specifically carried out in January-July 2024 for completion in July 2024. The evaluation will consider “expected achievement” by the end of 2025. The Senior Evaluation Specialist will work in the team of independent evaluators consisting of two other members – Team leader and Evaluation Specialist – contributing to the outputs including the “independent evaluation study” and acting as a deputy team leader as appropriate.

3. Scope of Services

The scope of the services of the Senior Evaluation Specialist is to work with the Independent Evaluation: Team Leader and Evaluation Specialist to conduct an independent evaluation of MCDF operations for the entire period of 2021-2025. The scope of the services of the Senior Evaluation Specialist shall include, but not be limited to the following: i) Contribute to the production of the “independent evaluation study” of MCDF Operations 2021-2025 based on the “approach paper” to be prepared for the study to be approved by GC, clarifying the methodologies and specific questions that need to be studied by the Independent Evaluation (i.e., the terms of reference for the independent evaluation as mentioned in Article 31 of the GI); ii) Work as a member of the Independent Evaluation Team comprised of Independent Evaluation: Team Leader, Senior Evaluation Specialist, and Evaluation Specialist, and act as a deputy team leader as appropriate; iii) Make specific written contributions based on the individualized work plan to be developed by the Team Leader; iv) Support the Team Leader in the consultation with the GC members of the MCDF Finance Facility; and v) Undertake any other assignments relevant to the objectives of the assignment at the request of GC and the Team Leader. It is clarified that the physical production of the Independent Evaluation Report including copy-editing, graphic design, proofreading, printing., etc., as well as electronic and physical publication of the Report will be taken care of by the MCDF Secretariat and will not be the responsibility of Independent Evaluation Team.

4. Consultancy Output / Deliverables

The Independent Evaluation Team comprised of the Team Leader, Senior Evaluation Specialist, and Evaluation Specialist shall produce the following: i) Draft Independent Evaluation Report for review by the GC members ii) Final Independent Evaluation Report iii) Any other reports/materials as requested by the GC as deemed appropriate in the context of the assignment.

5. Implementation Arrangement

It is anticipated that the Senior Evaluation Specialist will primarily work at his/her home office. He/she may visit MCDF Secretariat in Beijing, as well as the headquarters/offices of IFI partners, GC member countries, project beneficiary countries or any other locations in accordance with the “approach paper” as approved by the GC, or as may be necessary for the purposes of consultation/information collection. The Senior Evaluation Specialist will work in a team comprising the Team Leader, Senior Evaluation Specialist, and Evaluation Specialist, and follow the instructions to be given by the Team Leader.

6. Support to the Consultant by the Bank

MCDF Secretariat and the Administrator will make all documents and data available to the Consultant if such documents and data are essential for carrying out the Assignment. MCDF Secretariat and the Administrator shall also provide necessary assistance in making arrangements for the Consultant to work with other governmental/nongovernmental or international agencies as required in carrying out the Independent Evaluation.

Qualification Requirement

1. Master’s degree or Ph. D or equivalent in economics or other areas relevant to international economic development such as business, finance, public administration, management, or international relations, from a reputable university; 2. Extensive experience in international and/or economic development with preferably minimum 20 years of relevant experience, ideally in international financial institutions, including at senior/managerial levels; 3. Demonstrated technical skills in the evaluation of development projects, development initiatives and performance of international/development organizations or initiatives; 4. Proven management skills in evaluation; 5. Excellent cross-cultural, interpersonal, organizational, and negotiation skills; and 6. Excellent oral and written communication skills in English including presentation skills.
