Result of Service

The United Nations Office on Drugs and Crime (UNODC) has been implementing technical assistance programmes in Southeast Asian countries on various aspects of drug control, crime prevention, criminal justice and rule of law. Since 2003 UNODC has been providing specialised counter-terrorism (CT), and prevention and countering of violent extremism (P/CVE) assistance, to the Member States in all regions, including in Southeast Asia, through its Global, Regional and Country Programmes.

These programmes address complex thematic and functional areas covered by all 19 universal legal instruments against terrorism, the United Nations Security Council Resolutions, and are aligned with the United Nations Global Counter-Terrorism Strategy, the United Nations Secretary-General’s Plan of Action to Prevent Violent Extremism and contribute to the achievement of the Sustainable Development Goals (SDGs).

In delivering CT and P/CVE technical assistance, UNODC has been working towards the enhancement of a country-specific focus and emphasis on building implementation capacity at national and regional levels. In pursuance of this goal, and after undertaking extensive consultations with stakeholders in Southeast Asian countries, in 2022 UNODC launched a new regional programme for Southeast Asia with the ultimate objective: “The rule of law in Southeast Asia and the Pacific is secured and reinforced, and vulnerable groups and communities in the region are protected from drugs, crime and terrorism”.

Under this Regional Programme, the Terrorism Prevention Sub-Programme was developed under Outcome 4: “Enhanced prevention and countering of terrorism, including terrorism financing and the spread of violent extremism”. This Outcome is split in two outputs: 4.1: Strengthened capacities, policies, legislative and cooperation frameworks to respond to terrorism and terrorism financing cases and 4.2: Strengthened resilience against violent extremism among vulnerable communities.

The work for this assignment falls under Output 4.1 as it relates to preventing and countering chemical weapons-related terrorism specifically.

Work Location

Home based with travel to countries in Southeast Asia, particularly Indonesia

Duties and Responsibilities

Delivering specialized expertise on chemical weapons-related thematic areas including:

• Provide substantive expertise and strategic advice on chemical weapons-related terrorism in conferences, seminars, workshops, simulation exercises and/or trainings on inter-agency coordination to prevent and respond to chemical weapons-related terrorism in line with international standards and good practices.
• Prepare written outputs such as, inter alia, briefing notes, concept notes, agendas, project proposals and progress reports and other technical assistance tools on chemical weapons-related terrorism for organizing the conferences, seminar, workshops, trainings and/or simulation exercises.
• Draft specific sections of the project’s outcome document(s) and meeting reports particularly in relation to chemical weapons-related terrorism.
• Provide specialized advisory services and strategic guidance for documents, guidelines and/or standard operating procedures relating to the prevention and response to chemical weapons-related terrorism.
• Prepare a curriculum with presentations, case studies, table top exercises, and simulation exercises in relation to the detection, investigation and response to chemical weapons-related terrorism.

Qualifications/special skills

- An advanced university degree (Master's degree or equivalent) in criminal justice, criminology, security, political or military affairs or related fields is required.
- A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
A minimum of seven (7) years of relevant professional experience in criminal justice, law enforcement, the military and/or intelligence services in relation to counter-terrorism and/or preventing and responding to chemical, biological, radiological or nuclear (CBRN) weapons is required.
Experience in providing advisory services to government entities and/or training on preventing and responding to CBRN weapons, including rapid response, decontamination procedures, investigations and/or intelligence-gathering is desirable.
Experience working with national counterparts on preventing and responding to CBRN weapons in countries in Southeast Asia is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills is required. Knowledge of another United Nations official language is an advantage.
