Background and Objective

 

“Enhancing Employability for Vulnerable Youth in Ninawa, Iraq” project is implemented by United Nations Educational, Scientific and Cultural Organization (UNESCO) with funding from the Korea International Cooperation Agency (KOICA), to increase the income of vulnerable youth and household Iraq through enhancing employability of graduates in relevant economic sectors meeting the needs of the labour market in Ninawa. The project will support three Centre of Vocational Excellence (CoVE) Ninawa Agriculture School, Intissa Commercial School and Vocational Training Center in Mosul in mainly the 1) to improve the quality of provision of trainings; 2) to improve the vocational training infrastructure and curriculum based on the identified sectors from the Labour Market Skill Survey in Mosul; and 3) to improve labour market linkages through Career Development Centres and Sectoral Councils. 
The project has Output 1: To Improve the Quality Provision of Training within the 3 Centres Of Vocational Excellence which has the below one main activity for Competency Based Training (CBT); Activity 1.3. CoVE trainers trained in CBT pedagogy and practice. The International Consultant will be work for this activity.  
 

Long Description

Duties and Responsibilities

 

The consultant shall fulfill the role of TVET expert for Competency Based Training and Competency Based Assessment, under this contract, the consultant will undertake and execute the tasks and assignments under the overall authority of the Director of the UNESCO office in Iraq, and the direct supervision of the Chief of Education. The international consultant will work together with the Associate Project Officer and national consultant towards the following duties and responsibilities: 
1.    Provide lead expertise support and feedback on Competency Based Training and Competency Based Assessment for three selected CoVEs 
2.    Support the teachers and trainers from three CoVEs to enhance their knowledge and capacity of the Competency Based Training and Assessment 
a.    Conduct the orientation session on CBT pedagogy to CoVEs 
3.    Design Competency Based Training and Assessment training materials to be delivered to 240 participants from three CoVEs including:  
a.    Concept Note
b.    Training Agenda 
c.    Training Presentation 
d.    Pre and post assessment template  
4.    Deliver the CBT and CBA training with the National Trainers (in Mosul)
a.    Five days training (three days on CBT, 1 day for CBA and 1 day Practice sessions) 
b.    Maximum 25 participants for the group (total for minimum 120 participants, 6 sessions) 

c.    Working with the national trainer to deliver the model sessions 
5.    Final training report after the completion of the all trainings including: 
a.    Pre and post assessment result  
b.    Collected lesson learned from the participants 
c.    Way forward (future plan to support three CoVEs for Competency Based Training and Assessment) 
6.    Provide final consultancy report for this assignments including: 
a.    Result of the follow up and monitoring visit for 3 CoVEs during the implementation 
b.    Way forward (lesson learned, monitoring results, action plan to improve the quality of CBT and CBA)

The assignment duration of the consultancy is five months and two times travel to Iraq.

Timeline and Expected Output/Deliverables: 

 

1.    Consultancy Report Number 1. (30% of the total payment) to be submitted by three weeks after the contract was signed including: 
a.    Delivery plan during the consultancy period 
b.    A summary of analysis including initial findings, observation and recommendation 
c.    Providing remote support to National consultant for delivering the orientation session 
d.    Develop the training materials which includes 
i.    Concept Note
ii.    Training Agenda
iii.    Training Presentation 
iv.    Pre and post assessment template 

2.    Consultancy Report Number 2. (40% of the total payment) to be submitted by two months after the contract was signed including:
a.    Deliver training for minimum 120 participants (25 per each session)
b.    Training Report which includes 
i.    Training pre and post assessment result of the Three CoVEs participants
ii.    Teaching demonstration/model session findings 
iii.    Lesson learned from participants  
iv.    Way forward (future plan to support three CoVEs for CBT and CBA) 

3.    Consultancy Report Number 3. (30% of the total payment) to be submitted by five months after the contract was signed including: 
a.    Final consultancy Report which includes: 
i.    Conducting the monitoring visit for 3 COVEs
ii.    Result of the follow up monitoring visit for 3 CoVEs
iii.    Trainer and/or teachers current competencies and gaps and way forward for 3 CoVEs 
b.    Final version of the training materials (if any update during the training period)

Required Qualifications

 

Academic Qualifications 

•    Advanced Degree in the field of Education or other related field 
 

Work Experience

•    Minimum of 10 years of experience in the field of CBT for TVET institutions
•    Experience in delivering the CBT trainings 
•    Experience in working with TVET institutions within MENA region 
•    Previous experience in Iraq will be an asset 
•    Previous experience in UN agencies will be an asset 

 

Language

• Excellent knowledge of English is required

• Working Knowledge in Arabic will be an asset

2-A Financial proposal

Any travel and subsistence requirements should be indicated separately.
