Job Description

Position Title: Director, Legal and Institutional
Reports to: Global Director, Organisational Development

Duration: Full-time position with a contract of three years with an option to extend the contract subject to funding availability and agreement by both parties.

Location: Kuala Lumpur Summary

As the secretariat for World Scouting, The World Scout Bureau (WSB) has a responsibility to live up to the highest standards of good governance. The Director, Legal and Institutional
has a key role in fulfilling these tasks thorugh the work related to constitutional, institutional and legal matters, knowledge management, and compliance tracking, as well as risk monitoring and ethics in WOSM.

Responsibilities

  • Coordinate legal matters concerning the World Scout Bureau, including providing legal counsel or liaise with external legal counsels to settle issues that may materialise. This also includes ongoing work with trademark registration and non-commercial licensing.

  • Manage a core team of staff members supporting the legal, institutional, risk and knowledge management portfolio.

  • Ensure constitutional alignment and compliance of Member Organizations with the WOSM Constitution through coordinating timely review processes of incoming proposed changes to NSO and Regional Constitutions.

  • Coordinate institutional processes, such as the application of new Member Organizations, compliance processes, elections, and board and conference procedures as well as advise on good governance, democratic principles, and international best practices on governance meetings’ procedures to all WOSM governance bodies

  • To coordinate the risk management processes in WOSM by collecting and assessing risks in the organization in close collaboration with regional and global stakeholders, and ensure regular reporting to the internal Audit Committee and the World Scout Committee.

  • Ensure knowledge management within the World Scout Bureau, including keeping records, compliance tracking of Member Organisations, ensure retention and archiving of historical information as well as retention of current information.

  • Lead the compliance with relevant data protection requirements (including GDPR) affecting WOSM.

  • Monitor compliance with WOSM policies and legal guidelines on ethics, grievances, and complaints in alignment with WOSM’s Code of Conduct, the WOSM Complaints Policy, and guidance from the Secretary General.

  • Provide staff support and expertise to two governance standing committees: Consitustion Committee and Ethics Committee (composed by volunteers and appointed by the World Scout Committee) in the execution of their remit, respectively the management of institutional processes and ethical and complaints processes.

 

Job Requirements

Qualifications and Experience

  • Relevant degree in law (or able to demonstrate strong equivavlence through experience).

  • Experience working with institutional and procedural matters in non-governmental

    organisations.

  • Experience in working with risk management processes in a multi-layered international

    organization.

  • Experience in knowledge management and data protection policies.

  • Experience working in an international environment.

  • Experience with line management and leading a team.

  • Proven record of dealing with politically sensitive topics in complex projects/processes,

    including managing multiple stakeholders.

  • Experience in creating and implementing systems for tracking information, such as

    compliance.

  • Ability to work strategically across multicultural teams with the ability to build rapport and

    communicate effectively across multiple country contexts.

  • Professional experience of working in a volunteer organization and collaborating directly with volunteers as well as Scouting experience at the international level is considered an asset.

    Spanish, or Russian will be considered an asset.

Summary of Employment Terms and Conditions

The WSB offers a range of tangible and intangible working benefits. This is a full-time position with a contract of three years with an option to extend the contract subject to agreement by both parties.

  • The salary paid on a monthly basis will be appropriate to the seniority of the role.

  • The position is based in Kuala Lumpur, Malaysia.

  • Contractual hours of work are a minimum of 40 hours per week, Monday through Friday,

    but additional hours may be required for the effective performance of the role for which there will be no additional remuneration. The successful candidate must be willing to work in the evenings and on weekends, when necessary.

  • The holiday entitlement is 25 days per annum plus public holidays in the country where the position is based.

  • The WSB has a pension plan, education scheme, and medical plan – full details will be provided upon employment.

  • Relocation support will be provided. The offer of appointment will be subject to:

  • Three satisfactory references.

  • Verification of relevant qualifications.

  • Confirmation of eligibility to work in Kuala Lumpur (or the ability to obtain the appropriate

    work permits, at the WSB’s expense).

  • Satisfactory completion of the probation period (three months).
