Background and rationale:
Inspired by young people for making positive change, UNICEF’s Education and Adolescent Development and Participation (ADAP) team’s Youth-Led Action for Transforming Education Programme aims to young people with improved knowledge, skills and capacities to successfully bring about positive change in their lives and in their communities.
The Education sector is in a global crisis – one of equity and inclusion, quality and relevance. This crisis is having a devastating impact on the future of children and youth worldwide with progress toward the education-related Sustainable Development Goals off track. If unaddressed, it’s negative impacts on our collective pursuit of peace, justice, human rights, and sustainable development will be felt for decades to come.
From successful advocacy on budget allocations to ensuring more equitable local policies on education, young people around the world are already making change for a better today, and tomorrow.
The Youth-Led Action Transforming Education Programme will help young people hold countries accountable to their commitments taken at the Transforming Education Summit (TES).
Purpose of the consultancy
The Programme will support young education advocates through a journey to influence national education policies which consist of Awareness and Advocacy, Policy negotiation and strengthening of youth-led movement.
UNICEF will do so by building the knowledge, skills, capacities and ally-ships necessary for young advocates to influence and succeed as changemakers for transforming education. Against this backdrop, UNICEF Maldives Country Office intends to hire a young leader who will be responsible to coordinate the planning and the implementation of activities of young advocates.

Estimated duration of the work: 120 working days over 11 months; part-time.

Qualifications required of the consultants.
Education qualifications:
- A bachelors or a Master degree in in education, communication, social, political science or similar area.
- A minimum of 2 years of experience on programmes related to advocacy for education or any other social issue.
- Experience in advocating transforming education at national or international level (as part of a youth organisation) would be an asset
- 2 years of experience in training delivery
- Strong coordination, interpersonal, teamwork and drive for results skills.
- Strong writing skills.
- Fluency in English essential (verbal and written).
Other requirements:
- Applicants must be between 18-25 years.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
