This position is for Ukrainian nationals only. 

We are looking for a national Shelter Team Leader to join our team In Kharkiv. 

What you will do:

The Shelter Team Leader based in Kharkiv leads one of the teams tasked with the implementation of NRC’s shelter and NFI activities in urban and rural settings in Kharkiv oblast, and he/she is responsible for supervision of the team, including planning and monitoring of day-to-day activities both implemented directly or with Local Implementing partners. The purpose of the Team Leader  position is to ensure that his/her team’s project activities aimed to facilitate access to dignified essential Non Food Items and housing for vulnerable families affected by the conflict, and the activities are implemented and reported according to NRC standards and procedures and national regulations.

  1. Ensure compliance with NRC policies, guidelines and standards.
  2. Ensure compliance with NRC Ukraine strategy, tools, handbooks, guidelines and standards.
  3. Ensure that all Shelter projects (repair, rehabilitation and/or reconstruction) are implemented in a timely manner and according to strategy, proposals, budgets and plans, and in line with NRC policies and donor requirements.
  4. Specific technical responsibility for the quality control and monitoring of project activities.
  5. Specific technical responsibility for project documentation of technical activities of Shelter project(s).
  6. Provide specific technical support and capacity building for project staff.
  7. Assess, promote and document ideas for technical improvement and further program development options.
  8. Contributes to Shelter -specific protection risks and needs analyses.
  9. Ensure that the project is implemented in adherence to the requirements of the partnership agreement.
  10. Contributes to designing of protection response to identified risks and needs.

Specific responsibilities

Under the supervision of the Field Coordinator and Shelter/WASH Project Coordinator:

- supervise his/her team when participating in needs assessments to identify potential beneficiaries that could be included in NRC’s distribution activities (NFI, Shelter kits, electronic vouchers, running cost support in Collective Centers, etc).

- supervise his/her team when participating in assessments in target locations for potential activities.

· Ensure proper sensitization of the community about the planned activities.

· Provide regular suggestions on programme improvements and progress reports to the Shelter Project Coordinator (Urban Housing).

· Closely cooperate with the other departments to ensure adequate field-level implementation of a coherent integrated programme in target areas in Eastern Ukraine (Kharkiv Oblast).

· Liaise at field level with local government/stakeholders/communities to secure required permissions for day-to-day project implementation

· Ensure abidance by his/her team with NRC’s compliance rules and regulations

· Assist with any other duties assigned by line manager as and when required.

  • Upon request, facilitate the delivery of Food Parcels/Kits and collaborate with Livelihood and Food Security teams in East Area Office.

What you will bring: 

  • Experience in technical expertise area in a humanitarian/ recovery context
  • Previous experience in complex and volatile contexts.
  • Knowledge of computer programs: MS Word, MS Excel, AutoCAD.
  • Excellent time management skills and ability to perform under tight deadlines.
  • Excellent organizational skills, ability to prioritize a complex workload and to work autonomously as needed.
  • Previous experience from working in complex and volatile contexts.
  • Fluency in Ukrainian/Russian  and in English, both written and verbal is required.
  • Willingness to work in demanding, stressful situations with respect for basic security rules.
