Assistant Livelihood and Economic Inclusion Officer Organizational Setting and Work Relationships The Assistant Livelihood and Economic Inclusion Officer will support in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda's Sustainable Development Goals. Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (PoC). Contributing to this global roll-out of the GCR, the Assistant Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), contributes to the following objectives: 1) improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic opportunities and service; 2) seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and 3) enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes. The Assistant Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities and persuasive in mobilizing donors and new partners around new models of economic and social integration. Within UNHCR, the Assistant Livelihood and Economic Inclusion Officer will work under the supervision of the head of livelihoods and closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, GBV, solutions, complementary pathways and more. S/he will support the office's involvement with livelihoods and economic inclusion, working with relevant external stakeholders from government line ministries, development actors, private sector, UN agencies, international organisations, NGOs, research institutions and universities. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Explore partnerships to facilitate the economic inclusion of refugees, such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees. This includes advocating with public and private sector services providers to include UNHCR PoC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.). - Work with the multi-functional team, more specifically with the Protection Unit, support the assessment of the legal framework for the right to work and rights at work and recommend/implement advocacy initiatives and policy reform to improve UNHCR PoC¿s economic inclusion, rights and access to work. - Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys utilising community-based strategies to inform targeting, monitoring and facilitation of development programmes. - Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR PoC. - In case UNHCR is implementing specific livelihoods activities, work closely with and provide technical assistance on livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners. - Perform other related duties as required. Nature of Position:

The candidate should demonstrate experience in implementing value chain development and job creation activities through engagements with the private sector and development actors to support vulnerable urban and/or rural populations.  He/she will be expected to engage and support the coordination of multi-agency affairs and collaborate with a wide range of stakeholders including the Government of Ethiopia and various development partners. The position will also be the primary liaison with relevant government agencies.  Most importantly, He/he must have expertise in either value chain analysis, socio-economic assessments, TVET, the agriculture, livestock, or enterprise development sectors.  A knowledge of the initiatives implemented by the WB, IFC, ILO, UNICEF or GIZ in Ethiopia is highly desired. The candidate should also demonstrate skills in either monitoring and evaluation, reporting and communications (including social media) to ensure that organizational visibility is prioritized.

The candidate will report to the Senior Livelihoods and Economic Inclusion Officer. This position will not have any supervisory roles but will horizontally closely liaise with focal points in UNHCR’s various sub-offices within the country and will include ad-hoc field missions depending on needs. The candidate is also expected to undertake any other assignments provided by the Senior Livelihoods and Economic Inclusion Officer in a dynamic revolving work environment.

Living and Working Conditions:

Addis is the capital of Ethiopia. the city has an estimated population of 3 million inhabitants. It is where the African Union is headquartered. It also hosts the headquarters of the United Nations Economic Commission for Africa (ECA), as well as various other continental and international
organizations. Staff reside in commercial accommodation available in town (cf. UNDSS TRIP WEBSITE for the list of UN recommended hotels). There are limited medical facilities in Addis that are equipped to deal with moderate medical cases. Evacuation opportunities are also limited.
However, air ambulance evacuation can be organized for life- threatening emergencies during daytime. Candidates with conditions requiring regular treatment or medical supervision should be appropriately
advised.


The climate of Ethiopia and the regions varies greatly. It is temperate on the plateau and hot in the lowlands. Generally, the high elevation of the land affects one's adjustment to the environment. At Addis Ababa, which ranges from 2,200 to 2,600 m (7,218 to 8,530 ft), the maximum temperature is 26 °C (78.8 °F) and minimum 4 °C (39.2 °F). The weather is usually sunny and dry, but the short (belg) rains occur from February to April and the large (meher) rains from mid-June to mid-September.


The economy of Ethiopia is a mixed and transition economy with a large public sector. The Government of Ethiopia is in the process of privatizing many of the state-owned businesses and moving toward a market economy. However, the banking, telecommunication and transportation sectors of the economy are dominated by Government-owned companies.


The local currency is the Ethiopian Birr. Foreign currency may only be changed at authorized banks and hotels. Exchange of foreign currency outside the regulated banks (Black Market) is a criminal offence, and international UN personnel caught by police sting operations have been
known to be arrested and detained for several days. Any entry or exit of cash in excess of US$3,000 (or the equivalent in other foreign currencies) must be declared to the customs authority.


ATM cash withdrawals are largely available in Addis. AMEX is generally not accepted. Payment with credit card is possible in a few selected shops and tourism areas, but this form of payment is expanding. There is an acceptable access to communication means, such as internet, telephone sim cards etc. PAMA is also available at the Offices.
