Country background:
The sudden announcement of the United States military troops withdrawal from and with its rapid execution resulted in increased, fast-paced internal fighting which resulted in the capture of Afghanistan by Emarati Islami Afghanistan (EIA) on Aug 15th, 2021. The unrest created massive displacement and disruption to the main public services. This coupled with the existing humanitarian needs due to conflict, COVID-19 and drought, created a myriad of needs across the country. The existing health system in Afghanistan is extremely fragile with critical funding gaps leading to unprecedented health needs. The Humanitarian Response Plan estimates that over 14.5 million people need health services. Roughly one-third of the population in Afghanistan does not have access to a functional health center within two hours of their residence. The preceding months to August 15th were marked by a narrowing in the space for rights and women’s rights. Targeted killings of women, journalists, activists, and rights defenders affected the safety and movement of these groups whilst increased insecurity driven by escalating conflict affected the broader civilian population, with 1,659 civilian casualties recorded from January to July 2021 . The change of events has led to an increase in already widespread early and forced marriage of adolescent girls, child labor and the selling of children amongst others . Tens of thousands of children are newly internally displaced, adding to more than three million out-of-school children before the recent political events . Compounded by extended COVID-19 school closures which impacted more than 10 million children of primary school age, millions are now at risk of long-term disassociation with learning, depriving children of future potential . Girls are especially at risk, with newly reported restrictions around female teachers and female students increasing barriers significantly. More than 80% of girls with disabilities are reported to be out of school in 2021 . Conflict and insecurity, the economic effects of COVID-19 restrictions, significantly lower than average cumulative rainfall, and additional displacement due to the EIA takeover of the national government have significantly impacted families’ ability to earn an income and meet basic needs . Nearly 11 million people in Afghanistan are experiencing high levels of acute food insecurity (Integrated phase classification (IPC) 3 or above) due to the above factors that have led to rampant unemployment. This includes around 7.8 million people in Crisis (IPC Phase 3) and 3.2 million people in Emergency (IPC 4) . 
 
Job overview:
 
Reporting to the Senior MEAL Coordinator and technically supported by the Regional Measurement Advisor and the Regional Senior Specialist – M&E Technology, the Monitoring, Evaluation, Accountability, and Learning (MEAL) MIS Coordinator will work in close collaboration with program, grants, and support teams to optimize data management capacities and opportunities of the IRC mission in Afghanistan to provide timely quality data in order to support evidence-based planning.  
 
To this end, the MIS Coordinator will be responsible to ensure that a robust data management system is in place, and that it is sufficiently resourced and successfully implemented from collection to visualization so that it can contribute to improved planning and decision-making throughout IRC Afghanistan. 
 
In support of these goals, the MIS Coordinator will provide vital technical assistance, capacity sharing, individual mentoring, supervision and training to MIS focal points in-country and to partners. 

Data Management:
Oversee the development, on-going modifications, strengthening and functioning of the country level data management system;
Develop dedicated Data Management Plans (DMP) for all ongoing, and new grants;
Monitor roll out and functionality of Database Management Systems (DBMS) across users including implementing partners as required;
Develop strategies to increase data use and demand amongst relevant staff and other data/information users;
Design and maintain electronic and paper-based MIS systems for tracking and reporting all quantitative (spatial and non-spatial) data and information;
Facilitate trainings for non MEAL/MIS staff (e.g. PMs, TCs) on the use of project databases and database related reporting; for example, for reporting on IRC Standard Indicators;
Provide capacity building on effective use of DB products and systems and to ensure that DB staff deliver this efficiently and effectively.
 
Database Strategy
Develop and implement appropriate data collection methodologies and tools, analysis plans, reporting outlines, and data/information dissemination/utilization plans;
Ensure that proposal budgets capture appropriate cost and financial information to enable implementation of both internal and external database system components;
Establish and maintain data standards, best practices and adherence to these standards as required;
Identify and design innovative practices to improve organizational efficiency and effectiveness in database management and incorporate them in the country MEAL strategy;
 
Team Management and Training
Ensure that staff under their direct responsibility understand and are able to perform their roles and responsibilities; 
Provide capacity building on effective use of database products and systems, such as specific trainings on CommCare, and Power BI;
Ensure a positive working environment and good team dynamics;
Manage interpersonal conflicts among team members;
Undertake regular appraisals of relevant staff;
Identify the MEAL training needs of team members and discuss plans with the Senior MEAL Coordinator for both internal and external trainings;
Coach, train, and mentor MIS focal points with the aim of strengthening their technical capacity, exchanging knowledge within the MIS team and providing professional development guidance.

Requirements:
 
A University degree in a relevant subject area (statistics, measurement and evaluation, data science, social science, public health, or a related field) – a technical degree together with additional relevant work experience may substitute for education;
A minimum 6 years of working experience in the field of Information Management Systems and proven technical skills in setting up quality MIS system that leads to evidence-based decision-making for multi-sectorial and multi-donor funded programs; 
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with strong presentation and reporting skills;
Extensive experience in conducting assessments, and the development of data management and data-flow structures for projects; 
Strong management and social skills and proven track record of working with diverse groups of people in a multicultural environment;
Self-motivated with excellent organization, planning, and analytical skills - able to work without close supervision, including prioritizing work and multi-tasking;
Proficiency and experience with mobile data collection tools such as Kobo and CommCare, as well as proficiency with Microsoft Excel. 
Knowledge of Power BI, Tableau, GIS, SPSS, STATA or other similar data analysis and visualization software is additional asset;
Willingness to travel to various regional and field offices, if security conditions and situation permits
Fluency in English (written and speaking)
