Purpose of consultancy

To provide technical expertise to the Secretariat United Nations Multi-Partner Trust Fund to Catalyze Country Action for Non-Communicable Diseases and Mental Health (Health4Life Fund) in developing and sustaining partnerships and mobilizing resources.

Background

Despite the scale and impact of NCDs and poor mental health on sustainable development, domestic funding and action for prevention and management remains far from sufficient to meet the demand from low- and middle-income countries for technical support. The Health4Life Fund was established by WHO, UNDP and UNICEF (the Participating UN Organizations) through the United Nations Inter-Agency Task Force on the Prevention and Control of NCDs (Task Force) to enable countries to catalyze domestic financing and action to address this imbalance, and in a way that responds to the 2030 Agenda for Sustainable Development pledge to leave no one behind. Kenya, Thailand and Uruguay are Founding Strategic Partners of the Health4Life Fund.

The Health4Life Fund is designed to support national (and where appropriate sub-national) governments, the UN development system (UNDS) and other development partners to catalyse action to prevent and control NCDs and reduce the burden of mental health. Proposals are developed jointly by governments, the Participating UN Organizations and the wider UNDS (at country, regional and headquarter level), and other partners.

The Health4Life Fund is initially looking to raise USD 250 million over the next five years.

The Health4Life Fund is governed through a Steering Committee, which includes WHO, UNDP, UNICEF, the three Founding Strategic Partners, other development partners, including civil society, and the UN Multi-Partner Trust Fund Office as the Administrative Agent.

The Secretariat for the Health4Life Fund is part of the Task Force Secretariat (which is based in WHO) working closely with relevant departments across the three Participating UN Organizations. The roles and responsibilities of the Steering Committee, Secretariat, Administrative Agent and Participating UN Organizations are in line with standard procedures for UN multi-partner trust funds.

The Secretariat for the Health4Life Fund will recruit two consultants to build on work undertaken to date. One is to contribute to partnership and resource mobilization. The second is to contribute to policy and strategy development.

Deliverables

  • Deliverable 1: Research potential multilateral, bilateral and other investors and donors that would be interesting in investing in and supporting the NCD and Mental Health Catalytic Fund drawing.
  • Deliverable 2: Provide the Participating UN Organizations with details on potential investors/donors and outcomes of initial and follow up communication in line with the investment and resource mobilization strategy and the Health4Life Fund’s Terms of Reference.
  • Deliverable 3: Contribute to developing and finalizing written agreements with investors/donors in collaboration with the UN Multi Partner Trust Fund Office in line with existing guidance.
  • Deliverable 4: Develop first and subsequent drafts of letters of intent and memoranda of understanding, and standard administrative agreements for funders, drawing on the inputs from existing staff across WHO, UNDP, UNICEF as well as the UN Multi-Partner Trust Fund Office.
  • Deliverable 5: Receive inputs from the Steering Committee before developing final letters of intent and memoranda of understanding.
  • Deliverable 6: Develop first and subsequent drafts of progress reports on the Health4Life Fund for the Health4Life Fund Steering Committee, the Task Force, the Economic and Social Council of the United Nations (ECOSOC) and World Health Assembly (WHA), drawing on the inputs from existing staff across the Participating UN Organizations (and other members of the Task Force) as well as the UN Multi-partner Trust Fund Office, Member States and development partners.

Qualifications, experience, skills and languages

Educational Qualifications

Essential:

  • Advanced university degree in international relations, international development, political science or a field relevant.

Experience

Essential:

  • Over 10 years proven track record in leading investment and resource mobilization at strategic and operational levels, with strong donor/investment networks.

Desirable:

  • Experience in garnering investment and mobilizing resources from the private sector and other non-state actors.

Skills/Knowledge:

  • An understanding of the way that the UN system works (ideally including multi-partners trust funds) and engages with partners, including the private sector.

Languages required

Essential:

  • Expert knowledge of English.

Desirable:

  • Knowledge of any other UN language.

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level C-USD 10,000-12,500 per month.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
