The Telecommunications Associate manages and provides support for telecommunications infrastructure to reach the Minimum Operating Security Standard (MOSS) in Ukraine country Office, as well as operationalizes the emergency telecom solution consisting of radio and satellite equipment for programme delivery in emergencies and for staff safety & security. Currently, the Ukraine Country Office is operating under a matrix-management model, where individuals may have more than one reporting line. This post has a dotted reporting line to the Security manager of the Country office, who will provide guidance and assessment of the incumbent performance in the area of security.

How can you make a difference?

Summary of key functions/accountabilities:

  1. Deploy and maintain new solutions and/or current infrastructure to ensure compliance with MOSS (Minimum Operating Security Standards)
  2. Manage and maintain all the telecommunications and data communication in good readiness condition to deploy.
  3. Maintain Radio HF, VHF base and mobile station, Satellite, and data communication equipment
  4. (Iridium Sat Phones, BGAN, etc..). Provide required support to VSAT solutions such as MarLink, Starlink, or KA/KU band VSAT
  5. Ensure effective customer support in the area of telecommunications by providing supervision and training of radio operators when required, formal user training and ad-hoc technical assistance to end-users.
  6. Provide accountability for telecom resources through accurate analysis and evaluation of the office’s telecom needs, suggestion for procurement, do cost effective installation & maintenance.
  7. Maintains office inventory of telecom devices and manages the distribution to end users and disposal of obsolete equipment. Provide regular accurate inventory and reporting.
  8. Support video conferencing systems in the country office. Establish and maintain voice and video conferencing facilities and provide ad-hoc technical assistance to end-users.
  9. Interact with other UN agencies on issues of joint interest in the area of emergency telecommunications; provide technical support when there is need.
  10. Identify support (regional and local) available from UNICEF telecommunications providers and coordinate assistance provision direct from vendors/service providers to UNICEF offices requiring such assistance.
  11. Any other duties assigned by the supervisor.

Requirements

Education

Completion of Secondary education supplemented with formal training at university level in Telecommunication technology, Computer Science with practical experience in Telecommunication systems deployment and support, Electrical or electronic engineering or related field with training in networking.. Additional Networking/ telecommunication related industry certification an asset.

Experience

Minimum six years’ practical work experience in Telecommunication infrastructure installation and system configuration (Radio HF, VHF, Repeater installation and programming digital or Analog), Satellite phone and data communication deployment and configuration for end user’s utilization, capacity for end user support and training is required. Work experience in ICT technical support is an asset.

Language

Fluency in English is required. Knowledge of another official UN language is an asset.

Remarks:

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
