Under the supervision of the HR Specialist Talent Development, the position will support the talent development pillar within the HR section, focusing on three key areas: learning and development, performance management, and career development. The incumbent will be responsible for shaping and directing UNICEF’s overall strategic framework for talent development and creating a clear linkage with the programme needs.

For every child, hope 

The war in Ukraine has triggered the fastest growing refugee crisis since World War II. The overwhelming majority of refugees are women and children, often separated from husbands and fathers who remained in Ukraine; older people; and significant numbers of unaccompanied children, including those from state care facilities.

Local and national authorities have established reception facilities at border crossing points to receive new arrivals and are providing life-saving assistance, including accommodation, food, and other basic needs, as well as onward transport for those moving to urban centers. In the reception centers, information is also provided on the asylum process and temporary protection, as well as on the risks of trafficking. Access to basic rights and services, such as health, has been facilitated. Steps have already been taken to foster protection and inclusion into national systems, such as for health and education. Referral services are being scaled up, focusing especially on case management and protection of unaccompanied children and those evacuated from boarding schools, institutions and other alternative care arrangements, survivors of gender-based violence (GBV), victims of trafficking, persons with disabilities and other vulnerable groups

How can you make a difference?

KEY ACCOUNTABILITIES and DUTIES & TASKS

Learning and Development

  • Support the development and implementation of a 2023 learning strategy for the country office that links with the needs of the UNICEF country programme.
  • Coordinate in-house learning events, including preparation, promotion, implementation, and follow-up activities. 
  • Support search of learning products and communication with providers that enable staff to develop their skills and competencies.
  • Collaborating with business owners, support the design and delivery of learning plans for staff.
  • Rigorously monitor the completion of mandatory courses, and provide guidance for the team.
  • Develop and adapt materials for learning and development activities.
  • Collect, interpret, and analyze data to help inform decision-making on HR processes and strategies.
  • Organizational and logistical support, events coordination. 

Performance Management

  • Under the supervisor's guidance, provide support to line management and business partners so that both staff and managers are equipped with the tools to handle performance conversations and ongoing feedback.
  • Helps develop and conduct workshops for staff and line managers on having performance management conversations and providing feedback, using the achieve performance management system.
  • Contributes to the mapping of competencies for all staff, assisting in developing a comprehensive talent development framework.
  • Monitor performance review completion rates.
  • Support liaison with the HQ Divisions, regional and country offices to align approaches based on the country context.

Career Development

  • Support the development and implementation of in-house office career development programs. 
  • Providing managers with tools to foster their leadership development.
  • Participate as a focal point on career conversations, career management, and applying for positions.

To qualify as an advocate for every child you will have…

  • A first-level university degree in one of the following fields is required: human resources, psychology, economics, management, international relations, social science or related.
  • A minimum of one year of professional experience in human resources management is required.
  • Experience in implementing initiatives and programmes related to learning, performance management and/or career development is highly desirable.
  • Strong ability to analyze and synthesize data is a strong asset.
  • Basic design and copywriting skills would be an asset.
  • Fluency in English and the local language of the duty station is required.
