Organizational Setting

The Office of Climate Change, Biodiversity and Environment (OCB) promotes integration of innovative approaches in the activities of the Organization, for the sustainable use, management and conservation of natural resources for food and agriculture. OCB assists FAO Members in their responses towards the challenge of climate change mitigation and adaptation, as well as the development of adaptive capacities of agriculture, fisheries and forestry for conservation and sustainable use of biodiversity and other natural resources. It provides a coordination role on climate change, biodiversity and the environment. The Office also serves as the focal point for a multidisciplinary and global approach to the United Nations Framework Convention on Climate Change (UNFCCC), the Convention on biological diversity (CBD) and topics on bioenergy as well as on globally important agriculture heritage systems, ecosystem restoration and green and climate resilient agriculture.

The position is located in OCB at FAO headquarters in Rome, Italy.

Reporting Lines
The Natural Resources Officer reports to the Senior Natural Resources Officer (Climate Change Workstream), OCB.

Technical Focus
Climate change policies with specific focus on global climate action in agrifood systems, climate change mitigation, adaptation and resilience, international climate change engagement under the UNFCCC processes and related initiatives, country support, building partnerships, stakeholder engagement, project management, resource mobilization.

Key Results
Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions
• Researches and analyses technical, social, economic, environmental, institutional and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;
• Collaborates in the development of improved/updated tools, systems, processes and databases;
• Participates in multi-disciplinary teams, and/or leads working groups/teams collaborates with other divisions and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Supports resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions
• Contributes to the implementation and reporting on OCB's climate change activities relating to the FAO's Strategy on Climate Change and other relevant FAO's strategies, programmes and activities, working in close collaboration with relevant technical units in headquarters and Country/Regional Offices;
• Supports OCB's coordination efforts relating to the Programme Priority Areas in the Better Environment priority of the FAO Strategic Framework;
• Assists in advancing the FAO's engagement and contribution to the international climate change agenda (including at UNFCCC Conferences of the Parties - COPs and intersessional meetings and other global processes) with regard to various negotiating streams relevant to FAO's work;
• Contributes to development of cross-cutting programmes in various nexus areas relevant for climate change in agrifood systems (energy, land, water, biodiversity and other), including preparation and implementation of projects, activities and proposals for resource mobilization;
• Facilitates knowledge management, networking, cross-sectoral and interdisciplinary collaboration on the topic with international partners and multi-stakeholders, including the private sector, to identify new opportunities for collaboration;
• Provides contributions to the corporate publications and preparation of guidelines, best practices and training materials;
• Monitors policy, legal and technical developments at national, regional and international levels that are relevant to FAO's work on climate change;
• Participates in other FAO activities and performs additional relevant tasks as needed.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in natural resources, social sciences, agriculture or a related field such as forestry, fisheries, international environmental policy, environmental law or related field;
• Five years of relevant experience in natural resources management, natural resources management, including international organizations, public or private sector institutions on climate change and natural resources management;
• Working knowledge of English (proficient - level C) and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions;
• Extent and relevance of' experience and knowledge of climate action under the Paris Agreement, the UNFCCC processes, in particular on National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs) and the Koronivia Joint Work on Agriculture (KJWA);
• Extent and relevance of experience in the preparation of technical and policy reports, guidelines and manuals on climate action in agriculture or relevant sectors;
• Extent of knowledge and relevance of experience in technical and policy matters related to climate change, in particular on adaptation, mitigation and resilience, and experience in planning and implementation of related programmes, at different levels;
• Demonstrated skills and experiences in working in multidisciplinary teams and networks related to practices, policies, standards, systems, and indicators;
• Demonstrated results-based management capabilities with an ability to formulate and manage programmes, projects, budgets and human resources efficiently under shifting priorities;
• Demonstrated ability to prepare, organize and monitor consultative multi-stakeholder processes and/or inter-governmental and/or technical meetings;
• Working knowledge (proficient – level C) of a second language, preferably French or Spanish, is desirable.
