Background

I. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Through the Women Count and the Building Back Better programmes, UN Women supports the production and use of gender statistics across Asia and the Pacific.

 

Established with the support of the Ministry of Gender Equality and Family (MOGEF) of the Republic of Korea in 2021, the UN Women Centre of Excellence for Gender Equality supports traditional and non-traditional stakeholders in realizing commitments to gender equality, women’s empowerment, and the rights of women and girls through training, research and network-building. The Centre embraces innovation, including as it relates to new technologies. Throughout its statistics workstream, the Centre leverages the use of technology and innovation for data production and to generate new knowledge. For instance, the Center is working to generate knowledge on women and technology utilizing statistics. Within this context, and to gather expert’s views, the Center is organizing an Expert Consultation.

II. Scope of consultancy

 

To advice the Center on the development of a Women and Technology Index (from here onwards, WTI), women and technology indicators or related methodological developments, and to inform the discussions that will take place during the first Expert Consultation that the Center will organize on this topic, UN Women is looking to engage a senior consultant with expertise on the development of indices, as well as thorough knowledge of the multiple areas that make up the women and technology field.

 

Within the context of supporting the implementation of the Center’s work programme, and contributing to the implementation of the Regional Office’s Statistics Work Plan, the Senior Consultant is expected to prepare a set of deliverables, as set out below.

  • Contribute to the production of a guiding paper highlighting the different dimensions of the women and technology nexus.
    • Support the leading author of a paper noting the multiple dimensions of women and technology by providing technical feedback, including on the measurability of the issues proposed and the availability of official statistics or any methodological gaps for their production.

 

  • Deliver a Keynote Speech at the opening of the Expert Consultation on Women and Technology Data.
    • Deliver a 15 min speech on the possible ways in which the multiple connections between women and technology can be measured, which could inform further discussions during the consultation.
    • Prepare a PPT or similar material with visual aids/graphs, for presentation during the speech.

 

  • Prepare a follow-up paper with next steps and recommendations for the production of women and technology measures and/or next steps in filling related data gaps, including information discussed during the consultation.
    • Draft a paper including suggestions and key considerations for the design of women and technology measures and/or the production of women-technology data, incorporating key items/topics discussed during the consultation
    • Include a short executive summary and/or conclusion setting out next steps and practical considerations.

Required Skills and Experience

V.    Required qualifications

 

  • Master’s degree in the field of mathematics, statistics, economics, information technology, social affairs, development affairs or related area.
  • A minimum of 20 years professional experience in the field of development, including on statistics, econometrics or quantitative sciences around issues of inequalities and social, economic and environmental development.
  • Mastery knowledge on the design and creation of indices, particularly statistical indexes for use across countries.
  • Knowledge about gender data and statistics on gender equality and the empowerment of women desirable.
  • Experience working with the United Nations in the area of index creation, use and advocacy for human development.
  • Excellent command of English. 

 

VI. Contract duration and duty station

The consultant will be home-based. In the event of necessary travel on mission, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date. It is expected that the consultant will have to travel to the Republic of Korea at least once, at the beginning of December.

 

VII. Evaluation

 

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

 

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

 

Financial/Price Proposal evaluation:

 

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.

The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

IX. Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
