The Regional Adviser, Child Protection reports to the Regional Director or Deputy Regional Director for general guidance and direction and is covering for the RA who is on SLWP for six months. The Adviser serves as an authoritative and expert adviser to the Regional Director, Deputy Regional Director, the Regional Management Team, Country Offices and Government institutions/officials on strategies, policies, approaches, best practices and knowledge on child protection and related issues. S/he leads regional office support to country offices on programme development planning, implementation, management, resource mobilization, capacity building and knowledge management to achieve concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and well-being, as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.

The Regional Adviser, Child Protection reports to the Regional Director or Deputy Regional Director for general guidance and direction and is covering for the RA who is on SLWP for six months. The Adviser serves as an authoritative and expert adviser to the Regional Director, Deputy Regional Director, the Regional Management Team, Country Offices and Government institutions/officials on strategies, policies, approaches, best practices and knowledge on child protection and related issues. S/he leads regional office support to country offices on programme development planning, implementation, management, resource mobilization, capacity building and knowledge management to achieve concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and well-being, as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.

How can you make a difference?

  • Provide strategic and technical guidance to the country offices with the development of new country programme document, implementation of country programme and reporting.
  • Child Protection Systems Strengthening – provide strategic guidance the team. Key activities include management of the community of practice for CPSS, and chair the Regional Child Protection Working Group.
  • Social service workforce strengthening - manage and provide technical guidance for the work with ASEAN, the lead Governments on the development of key regional guidance documents.
  • PFM - in collaboration with Social Policy and the consultancy institution, implement the PFM for child protection capacity building initiative with UNICEF COs and ministries of social welfare.
  • Child Online Protection – manage and provide technical guidance for the work with ASEAN, the lead Government and the individual consultant on child online protection for: the organisation of the second ASEAN-ICT virtual forum; the development and adoption of key regional guidance documents; and supporting Phase 2 of the Think Tank initiative on evaluating online behaviour change initiatives.
  • EVIS - collaborate with the Education section on the regional initiative to integrate EVAC and MHPSS into the learning recovery agenda.
  • Parenting – in collaboration with RO sections, support the regional consultations on positive parenting as part of the WHO-USAID-UNICEF-PLH initiative
  • Mental Health and Psychosocial Support participate and support EAPRO’s engagement on MHPSS.
  • Migration – support the finalization of the evaluation of the EU cross regional migration programme (evaluation led by HQ); support the roll out of the migration e-learning course with the ASEAN Training Centre on Social Work and Social Welfare;
  • PSEA/Child Safeguarding – act as the regional focal point on PSEA/Child Safeguarding, manage the consultant on PSEA/CS and provide technical guidance to country offices.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
  • A minimum of 10 years of relevant professional experience in social development planning and management in child protection related areas, at the international level, is required.
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
