Context

Due to recurrent crises of various kinds (natural disasters, epidemics and armed conflicts) that the Democratic Republic of Congo is experiencing, and more specifically the populations living in the East of the country in the provinces of Ituri, North Kivu and South Kivu, approximately 5.5 million people are currently in a situation of internal displacement.

NRC is a key responder for the humanitarian crisis in the DRC, with several first-line response initiatives planned for 2023. NRC is part of the SAFER Consortium with composed four other organizations: ACTED, Concern Worldwide, Mercy Corps and Solidarités International. The Consortium is providing MPCA first-line response to new displacements Eastern Congo, with a strong emphasis on complementary analyses (market research, protection and Do No Harm analyses) to justify the choice of the modality and the amount allocated to the response. Finally, protection mainstreaming and innovation have taken a central place in all rapid response actions in order to improve further the quality of the response. Moreover, NRC is scaling up MPCA responses in hard to reach areas under different donors, as well as education in emergencies and first-line integrated shelter and WASH responses.

 

Role and responsibilities

The purpose of the Emergency Response Manager is to coordinate and lead the different emergency interventions in DRC in close coordination with the Area Managers and the Head of Programs. The role is to coordinate the emergency response across several areas and allocate the needed resources. The role also includes taking the lead on the program development of the emergency response, including a) input to the CC strategies, b) technical development and guidance, c) planning and implementation of the emergency response/RRM, d) quality assurance, and e) close coordination with the core competency specialists in their areas of expertise. In addition, the Emergency Response Manager is responsible for monitoring, train, capacity build technical staff related to the emergency response.

  1. Develop and revise technical guidance and SOPs for emergency response, including cash programming. Allocate resources to area offices as per developed implementation plan.
  2. Develop a robust emergency setup based on appropriate needs analysis with an integrated program approach
  3. In close collaboration with the CC specialists contribute to the development of macro LFAs reflecting the emergency response strategies and approach
  4. Responsible for developing and quality compliance of all donor proposals, budgets and donor reports related to emergency response
  5. Follow up of compliance of donor contractual commitments within the emergency response; ensure high technical quality and synergies in project implementation.
  6. Ensure that key learning is extracted from the emergency response implementation, and incorporate them in emergency response and staff development processes
  7. Ensure systematic training and build capacity of Rapid Response staff
  8. Responsible for development of emergency preparedness planning within the country operation
  9. Represent NRC in relevant forums/Clusters, including in meetings with national authorities and donors at national level related to emergency response
  10. Compliance and adherence to NRC policies, guidance and procedures

 

What we look for

  • Post-graduate with minimum 5 years of experience within technical expertise area in a humanitarian context (WASH, Shelter, Education, Protection, Food Security)
  • Experience from working in complex and volatile contexts
  • At least 2 years of emergency response management with humanitarian NGOs
  • Proven technical and strategic knowledge on cash programming in emergency setting (including on MPCA, MEB, market assessments, distributions with FSPs …)
  • Humanitarian coordination experience
  • Strong managerial and interpersonal skills
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal;

Context/specific skills, knowledge and experience:

  • Knowledge of the DRC context
  • Knowledge of Swahili a plus
  • Knowledge of protection in emergency settings a plus
