Mission and objectives

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. UNICEF works in partnership with a wide range of implementing partners, both government and CSO partners, to deliver results for children across the globe. Effective implementing partnership management is therefore essential for ensuring that resources are utilized as intended and results are being achieved. To support effective implementing partnership management, UNICEF plans to roll out new systems (digital solutions) and requirements (procedures) related to the management of Implementing Partnerships (IP) between Quarter 4 of 2022 to Quarter 2 of 2023 : two (2) e-Tools and one (1) UN Partners Portal modules to automate IP programme documents, programmatic visits and Protection against sexual exploitation and abuse (PSEA) capacity assessment; one (1) VISION SAP module for payment of Face Forms and transition to PSEA UN Harmonized Assessment tool.

Context

The assigned UN Volunteer will assist the IP Management team on daily operational activities as well as the planning, training, technical support and reporting on the roll out of new systems in MENA region. Task description

Within the delegated authority and under the supervision of the Implementing Partnership Management Specialist or his/her designated mandated representative(s), the UNV Programme Support Officer will: Summary of key functions/accountabilities: 1• Roll out and effective use of digital solutions supporting implementing partnership management; 2• Transition to and application of the UN harmonized tool to assess PSEA risk and capacity; 3• Quality assurance; 4• Analysis, monitoring and reporting; 5• Knowledge management and capacity building; 6• Support to implementing partnership management. 1• Roll out and the effective use of digital solutions supporting implementing partnership management: - Assist the planning, training, technical support and reporting on the roll out of new digital solutions and the effective use of new and existing digital solutions in MENA region. 2• Transition to and application of the UN harmonized tool to assess PSEA risk and capacity: - Assist the planning, training, technical support and reporting on the transition and application of the UN harmonized tool to assess PSEA risk and capacity of Implementing Partners in MENA region. 3• Quality assurance: - Support the design and implementation of quality assurance processes to ensure that digital solutions are effectively deployed and used in MENA region; - Support the design and implementation of quality assurance strategies to ensure that PSEA assessments and monitoring activities are undertaken in accordance with corporate terms of reference and guidance and that appropriate follow-up action and escalation steps are taken as needed. 4• Analysis, monitoring and reporting: -Using appropriate corporate tools and systems including InSight and e-Tools, report on status of implementation of digital solutions and PSEA to ensure that corporate timelines are adhered to and optimal use by country offices; - Analyse and monitor outstanding direct cash transfers to implementing partners older than 6 months; - Monitor the implementation status of follow up actions within the MENA region and the proper tracking and recording of ineligible expenditures; - Using appropriate corporate tools and systems including InSight and e-Tools, report on status of implementation of HACT and identify high risk areas requiring special attention and/or support from the regional office and Headquarters; - Prepare reports for the country management teams, regional office and Headquarters as may be required. 5• Knowledge management and capacity building: - Support the design and implementation of capacity building initiatives for CO staff and Implementing Partners to ensure that they are knowledgeable and comply with the organizational requirements on the effective use of digital solutions and PSEA procedures. 6• Support to implementing partnership management: - Assist the implementation and monitoring of implementing partnership management activities as and when required. • Any other related tasks as may be required or assigned by the supervisor.
