The purpose of this position is to oversee the day-to-day implementation of the emergency activities under the guidance of Emergency Coordinator. The emergency team leader is also responsible to ensure transparency, accountability, and quality of work on the ground adhere to NRC policies and are in consideration with humanitarian principles.

Role and responsibilities

The following is a brief description of the role.

  • Ensure adherence to NRC policies, tools, handbooks, and guidelines
  • implement Rapid Response Mechanism (RRM) project portfolio according to Action Plan
  • Emergency Response Officer will undertake implementation of technical activities of the emergency project, including emergency preparedness, project documentation, financial controls, quality control, and M&E
  • Prepare and develop status reports of ongoing activities as required and directed by line manager [Emergency Response Coordinator WD].
  • Conduct needs assessments for displaced populations or impacted by natural disasters or conflict. 
  • Provide regular activity progress reports to Emergency Response Coordinator WD.            
  • Ensure that project targets beneficiaries most in need of protection, explore and assess new and better ways to assist and to have a creative modality to track new IDPs and their settlements.
  • Liaise and collaborate with relevant local authorities, community leaders and other key stakeholders at field level.
  • Supervise implementation of all RRM activities with technical support and guidance of Emergency Response Coordinator based in West Darfur and the Emergency Project Manager WD.
  • Coordinate all emergency preparedness and response activities. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with the Area Emergency Response Team.
  • Provide and collate regular data on context analysis, early-warning/ humanitarian/ risk monitoring, trigger indicators for assessments and responses.
  • Develop timely and detailed monthly implementation plan of RRM activities with Emergency Response Coordinator based in WD and support departments WD, plus close collaboration with other RRM teams.
  • Participate in any trainings, capacity building initiatives, to have a solid understanding of the project technical design, implementation approaches, NRC & donor’s policies and tools, including M&E tools. 
  • Undertake distributions for both Cash and In-Kind to identified emergency beneficiaries and lead the Emergency Response Team on the ground in conducting distributions.
  • Lead on stakeholder engagement, community mobilization and sensitization to participate in emergency projects including giving feedback on post-distribution monitoring.
  • Ensure adequate and safe records of all project deliveries (In-Kind kits, CASH assistance etc.) which should be requested as harmonized to the registered beneficiaries including but not be limited to beneficiary database, RRM kits request, and distributions.
  • Ensure proper documentation of emergency response activities, including post-distribution monitoring. Monthly activity reports and other reporting as required.
  • Training and development of Area Emergency Response Team and enumerators, relevant partners and beneficiaries in emergency response mechanisms.

 

Professional competencies

  • Bachelor’s degree preferably in social sciences, development studies or other relevant discipline.
  • Minimum 2 years of experience working at same level of position or above.
  • Experience in cash and voucher-based programming is an added advantage.
  • Proven experience from working as a Project Officer in a humanitarian/emergency context.
  • Previous experience working in emergency projects in complex and volatile contexts.
  • Good working knowledge of English.
  • Knowledge of the local context and local dynamics of Darfurs is an advantage.
  • Political and cultural awareness and experience of working where insecurity is a major issue.
  • Strong organizational skills and ability to manage multiple tasks simultaneously.
  • Good computer skills including good knowledge of MS Word and MS Excel.
  • Solid field experience, preferably from refugee/IDP programmes.
  • Experience working in emergencies.
