Purpose of the Post:

The Business Management System (BMS) journey is driven by a determination and compelling

business strategy highlighted in GPW13 to strengthen critical systems and processes to optimize

organizational performance. The purpose of the position is to ensure that the Business Management System is rolled out efficiently in the Region, focusing on usability, end-user acceptance, change management, training, and post-go-live support plans, and bearing in mind the principles of ‘ONE WHO’ to ensure that business processes are harmonized across the Organization and to reduce duplication of work for end users.

Objectives of the Programme and of the immediate Strategic Objective:

The objective of the Division of Business Operations (BOS) is to support the work of the WHO Regional Office for Europe (WHO/Europe) through delivery of services within the areas of human resources, finance, contracting and procurement, legal advice, information & communications technology, printing, security, facilities management, fixed assets, conference support, travel and transport, and staff wellness and well-being. As an enabling function, the division enhances the productivity of the health technical programmes and country offices while at the same time overseeing accountability, transparency and compliance with WHO administrative rules and regulations. The BOS division strives to strengthen the capacity of WHO/Europe to react in an agile way to external and internal changes. The division projects are designed to increase productivity, ensure financial sustainability of the region’s structures, reinforce a client-oriented culture, strengthen country office capacities, and drive strategic initiatives to enhance staff motivation and well-being.

Summary of Assigned Duties:

The Business Management System (BMS) journey is driven by a determination and compelling business strategy highlighted in GPW13 to strengthen critical systems and processes to optimize organizational performance. The purpose of the position is to ensure that the Business Management System is rolled out efficiently in the Region, focusing on usability, end-user acceptance, change management, training, and post-go-live support plans, and bearing in mind the principles of ‘ONE WHO’ to ensure that business processes are harmonized across the Organization and to reduce duplication of work for end users.

The Team Lead is the focal point in the Region who ensures that the BMS system is rolled out efficiently in the Region. The Team Lead works closely together with the global BMS team as well as Regional Subject Matter Experts (SMEs) during the implementation of the programme.

Key duties:

  • Manage nominated regional SMEs participating in BMS design to identify any established regional policy, process or complementary system and carry out appropriate steps for adaptation, scaling back or making redundant following BMS rollout, bearing in mind the principles of ‘ONE WHO’ for harmonized processes across the 3 levels, to reduce duplication of work for end users and to minimize customizations of the BMS platforms;
  • Coordinate input and monitor assigned regional activities such as checking and validating regional/ country/ local data;
  • Coordinate the work of nominated regional SMEs participating in BMS design as well as Country Office colleagues to identify relevant national legal or statutory policies (related to e.g. labour law, etc.) that need to be configured into the new BMS systems and take steps to ensure these are taken into account in the design of the system;
  • Support the identification of users for assigning BMS system roles;
  • Ensure nominations for ‘master trainers’ to participate in ‘train-the trainer’ sessions who will also support in the testing, carry out end-user training and be the first line of support post rollout;
  • Identify regional and country testers for testing BMS, data preparation and review for migrating to BMS prior to rollout;
  • With the support of global BMS Change Management, support and oversee regional change management and end-user training;
  • Participate in preparing affected business areas and end users for transition to new ways of working;
  • Raise awareness on the progress of the project within the Region including country offices;
  • Represent BMS in Regional networks and advocate BMS.

Educational Qualifications:

Essential: University degree (Master’s level) in Business Administration, Management, Human Resources, Finance, Supply Chain, Project Management, Information Technology or other discipline related to the functions of the position.

Desirable: Certification in business process/systems management re-engineering methodologies. Project Management certification.

Experience:

Essential: At least 7 years of relevant professional experience at national and international levels in programme/project planning and management

Demonstrated experience managing business initiatives, within a corporate environment across different locations and/or across different departments/functions.

Demonstrated professional experience working with senior-level or executive-level management.

Demonstrated experience with business process re-engineering.

Desirable: Relevant professional experience within WHO, the United Nations or other international organizations in the areas of Programme Management, Human Resources, Finance Supply, and/or Information Technology is an asset.

Language skills

Essential: expert knowledge of English

Desired: intermediate/working knowledge of either French, Russian or German
