Organizational Setting: Logistics Services Division

The Logistics Services Division is responsible for provision of services in the areas infrastructure and facilities, procurement, health, security, travel , fleet, insurance and risk management
The Travel, Transportation and Fleet Management Unit is part of the Logistics services division and is responsible for the establishment and administration of policies, procedures and operating standards in the areas of travel and fleet management. The unit is responsible for managing all travel and fleet related programmes, with a view to maximise the efficiency and effectiveness of the related programmes while ensuring that the programme continually adapt to and ever changing environment.
The Fleet Management function aims to enhance FAO’s operational capacity through improved efficiency in the management of the complete life cycle of FAOs official vehicle fleet including acquisition, ownership, operation and disposal whilst maintain high levels of safety and security in the usage of FAO’s official vehicles.

Reporting Lines

The consultant/PSA will report to the Travel and Transportation Officer: Head- travel and Fleet Management Unit.

Technical Focus

The consultant /PSA will assist with the development, implementation and monitoring of the Fleet Management function at FAO.

Tasks and responsibilities

• Support the finalization, roll out and management of the Organization’s fleet management and road safety policy
• Develop communication materials to ensure adoption and application of the fleet management policy and operational processes
• Provide functional support to FAO Country Offices as per the fleet management and road safety policy
• Identify learning needs and build the capacity of fleet/transport personnel through the development and roll out of training materials and conduct workshops as required.
• Support the preparation and execute the roll out of streamlined vehicle acquisition processes like vehicle leasing
• Develop and implement communication materials to engage identified FAO Country Offices in the pilot project
• Plan, review and approve vehicle planning for FAO Country Offices
• Establish and execute processes for technical clearance of vehicle requests that do not meet the requirements of standardized vehicle models
• Work together with FAO Fleet Management Assistant to ensure FAO Country Offices are providing timely, complete and accurate fleet data
• Analyze fleet data and prepare and present business analysis and fleet management reports.
• Define, analyze and monitor key performance indicators for selected countries, and global view, and that fleet data management is executed in a professional manner.
• Establish a feedback process to ensure FAO Country Offices can interpret their fleet KPIs and make performance improvements country assessments and develop improvement plans with FAO Country Offices
• Develop and implement monitoring and evaluation tools for the pilot project
• Act as FAO focal point and take active part in meetings with UN Fleet, other UN agencies and humanitarian fleet management forums
• Review and update the FAO normative guidance, consisting of policy and standard operating procedures
• Assist with the ongoing monitoring of Fleet related activities, identifying areas for change and improvement.

Minimum Requirements

• University degree in business management, supply chain, logistics management or project management or equivalent years of experience in the Humanitarian Fleet Management sector.
• 5 years of relevant experience in Fleet Management, supply chain, logistics or transport management.
• Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. For PSA, working knowledge of English is required.

• Work experience in more than one location or area of work
• Extent and relevance of experience in Humanitarian Fleet Management and detailed knowledge of industry standards, best practice, preparedness and cost effectiveness
• Extent and relevance of experience in data analysis, project management

Selection Criteria

• Length and extent of experience in the area of fleet, transport or logistics management, particularly in a humanitarian context
• Experience in project planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
• Ability to work independently and build relationships with a wide range of stakeholders, both internally and externally
• Ability to find innovative solutions
• Verbal and written communication skills, including speaking, networking, presenting and writing
