The Consultant will support the team in the implementation of the UNJP ILO-UNCTAD and the UNJP UNDP-UNCTAD to advance the economic and policy analysis of the Programmes

Two UN agencies will collaborate in this effort – the International Labour Organization (ILO) and the United Nations Conference on Trade and Development (UNCTAD) – through the UN Joint Programme (UNJP) “Global Crisis Emergency support for Haiti: sustainable trade and value chain development for diversification of the economy, improved working conditions, rural employment creation and food security”. The Joint Programme is funded under the Development Emergency Modality – Response to the Global Crisis on Food, Energy, Finance. The UNJP focuses on two green sectors identified as having potential, namely the breadfruit sector (a nutraceutical) and the fisheries and aquaculture sector. This new UNJP builds on a supports the work undertaken under the Haiti Integrated National Financing Framework for financing Sustainable Development Goals (SDGs), implemented jointly with UNDP in the country.

Within the framework of the UNCTAD-ILO UNJP, UNCTAD work will primarily focus on strengthening the development of the fisheries and aquaculture sectors in Haiti through the mobilization of targeted strategic partnerships. The fisheries sector and aquaculture subsector workstream focuses on the establishment and strengthening of sustainable and effective fisheries and aquaculture management mechanisms in Haiti, as well as the mapping of gaps in the regulatory, enforcement, and productive capacities of the sectors. The focus will be on selected priority zones in Haiti, with a costed needs assessment that will contribute to the development of a fully-fledged project document. This will include policy research and analysis on international fisheries access agreements, with a view to providing state-of-the-art drafting and negotiations advice for the Haitian Government. To gradually strengthen the fisheries and aquaculture sectors, the UNJP will implement a four-point plan in line with the recommendations of a recent UNCTAD report entitled “Harnessing fishery resources for socioeconomic development: Lessons for Angola and Haiti”. Further, support to the government is made accessible, provided, and received in compliance with the appropriate and applicable UNCTAD governing structure resolutions and decisions. Finally, a project document will be developed and used to mobilize international financial institutions to partner with UNCTAD and other UN agencies in the development of these sectors in Haiti.

The UNCTAD-UNDP UNJP is at its final stages of implementation but has encountered implementation delays due to the difficult security situation in the country. The final outputs under this latter UNJP are envisaged to be delivered by end of May 2023, focusing on support to the development of a national SDG financing strategy. Under the UNJP, UNCTAD has produced four research reports, including (i) Haiti National Productive Capacities Gap Analysis; (ii) a study on the potential of the national economy and exports to generate revenues for SDG financing; (iii) study on the potential and binding constraints of the fisheries sector and aquaculture subsector in Haiti; and (iv) study on innovative sources of finance.

To ensure full and efficient delivery of ongoing activities while undertaking research and related reviews, organizing training workshops, and preparing evaluations and publications, the Division for Africa, Least Developed Countries and Special Programmes (ALDC) aims to recruit additional support by employing a a consultant to provide substantive inputs to the two programmes, with an emphasis on the UNCTAD-ILO UNJP.

Under the supervision of the Programme Management Officer, Productive Capacities and Sustainable Development Branch of ALDC, the consultant will provide the following tasks

a. Prepare a summary report that compiles the four studies previously undertaken under the UNCTAD-UNDP UNJP, outlines the findings and the recommendations of these reports, and provides an action-oriented framework with recommendations on the use of innovative sources of finance to address Haiti’s core trade and development issues. The summary report will contribute to the development of a national SDG financing strategy for Haiti.

b. Facilitate workshops and webinars with key national partners and broader national workshops to present research findings and recommendations as well as to discuss the way forward based on the four base studies conducted by UNCTAD and the summary report developed by the consultant. Draft a final report of the workshops and webinars.

c. Prepare training materials and facilitate trainings on issues related to fisheries sector and aquaculture subsector development, including gaps and opportunities as well as proposed solutions to address the issues, including strengthening of productive capacities and trade and development in Haiti. Prepare a final report of trainings conducted.

d. Develop communications and visibility materials focusing on results achieved, activities implemented, and partnerships developed, including data and results visualizations, hand-outs and presentations, social media inputs and inputs for the dedicated website.

e. Provide substantive inputs with a view to finalizing a fisheries and aquaculture sector development project for the priority areas.

f. Draft press releases, op-eds, and statements for Haiti and other selected countries.

An advanced university degree, Master, in Economics, International Development, Development Economics, International Relations is required
At least 1 year of working experience in the area of development economics, international cooperation, and project management support is required

Fluency oral and written in English and French is required
