OVERVIEW OF THE FUNCTIONS OF THE POST

 

The Section for Sustainable Development Goal (SDG) 4 Leadership facilitates and supports the organization’s mandated role in leading the Education 2030 Agenda. In so doing, the SDG 4 Leadership Section works with diverse constituencies, international partners and networks to reinforce global cooperation to support the implementation of collective commitments to ensure inclusive and equitable quality education and lifelong learning for all. A renewed Global Education Cooperation Mechanism (GCM) was endorsed at the 2021 Global Education Meeting and aims to bring countries and international partners together around shared priorities in more agile, efficient and aligned ways to accelerate
progress towards SDG 4.
The new GCM puts forward a remodelled SDG4-Education 2030 High-Level Steering Committee (HLSC) which is serving as the global education body, consisting of a “Leadership Group” at Ministerial or Head of Agency level and a “Sherpa Group". A dedicated Inter-agency Secretariat hosted by UNESCO is supporting the functions, activities and meetings of the HLSC and other GCM Forums / Platforms.
The Transforming Education Summit (TES), which took place in September 2022, aimed to mobilize solutions to accelerate national and global efforts to achieve Sustainable Development Goal 4. A follow-up mechanism to the TES is being led by the SDG 4 High-level Steering Committee and coordinated by UNESCO, with the UNESCO Institute for Statistics and the Global Education Monitoring Report continuing their mandate for SDG 4 monitoring and reporting.
 

Long Description

Under the overall authority of the Assistant Director General for Education (ADG/ED), the guidance of the Director of Education (DIR/ED/E30), the Chief of Section ED/E30/SDG, the overall guidance and direct supervision of the Senior Communication Advisor, SDG4 Inter-Agency Secretariat (IAS), the Content Management consultant and Web Specialist will coordinate the Transforming Education Hub. In the IAS' structure the knowledge management function is under the Technical Support Team, which will collect and curate good practices, publications, data, etc. through the Functional Areas (FAs), working closely with the Communication Team.

The consultant will complete the following tasks:

1. Work assignement
  • Conceptualize and oversee the Transforming Education Hub:
    • Conceptualize and oversee information architecture, user experience (UX) and overall web design for a restructured Transforming Education Hub.
    • Work closely with web developer to restructure the Hub, conduct UAT testing and ensure an enhanced user experience.
    • Maintain a content calendar to regularly update the Hub with dynamic content, such as stories, new resources and multimedia.
    • Manage the English content of the Hub, upload content and create new pages where required, including drafting content.
  • Coordinate social media and digital engagement:
    • Work closely with the social media consultant to develop a social media calendar and a collection of assets on Trello.
    • Oversee quality assurance of social media content, and oversee use of social media platforms to ensure coherent messaging and boost visibility of the IAS and the HLSC.
    • Facilitate online engagement of HLSC members on Teams.
    • Solicit calls and promote and disseminate content from key partners.
    • Support promotion of a social media activation around International Education Day with a dedicated web-page featuring an Open Letter to governments.
    • With the social media consultant, develop a comprehensive report on social media outreach, compiling key metrics.
2. Overall coordination
  • Act as the ED/E30/SDG and IAS communications   focal point in UNESCO KMS Communications Group; and collaborate with UNESCO’s internal web and social media services and external online communications groups in order to improve outreach. 
  • Manage contracts for web development and social media, design and developers, as well as other contracts as needed.
  • Support coordination of digital communications for the IAS.

Education

  • Advanced university degree in Communications, Journalism, Public Relations or a related field.

Work experience

  • Minimum four (4) years of work experience in communication, with understanding of web design and Drupal, especially digital and multimedia.

  • Excellent interpersonal and communication skills, both oral and written.
  • Strong team working abilities; ability to build trust-based relationships with colleagues at all levels and with partners.
  • Discretion, high sense of confidentiality; ability to act with sensitivity and respect for diversity.

  • Ability to work under pressure; adapt to changing priorities and manage multiple stakeholders effectively.

Language

  • Fluency in English.
DESIRABLE QUALIFICATIONS

Skills and Competencies

  • Proven familiarity in using social and digital media for professional uses.

Language

  • Good knowledge of French.

 

3. Payment and Deliverables
  • First payment of 6000.00 EUR, on delivery of a Strategy and plan for a restructured Transforming Education Hub by 28 December 2022.
  • Second payment of 6000.00 EUR on delivery of restructured Hub and a content calendar for 2023 by 28 January 2023.
  • Third payment of 6000.00 EUR on delivery of TES-follow-up digital engagement and community-building plan, plus an online engagement plan for HLSC members by 23 February 2023.
  • Fourth payment of 6000.00 EUR on delivery on delivery of web/digital performance report based on key metric compilation by 24 March 2023.
     
4. Duration of contract
  • 4 months (1st December 2022 - 30 March 2023).
  • Location: Home-based, remote work.
