Result of Service

Key objectives:
• To assess the relevance, effectiveness and efficacy of the HCFP as an enabler for staff development and improved capacity.
• To identify areas for strengthening the effectiveness of the HCFP and good practices to build upon including the overall rationale, design and delivery including assessment criteria.
• To propose a set of strategic and operational recommendations for enhancing the HCFP towards improved performance and including in the context of the Covid-19 pandemic.

Duties and Responsibilities

Background and rationale: the Humanitarian Foundation Coordination Programme (HCFP) is a foundation course for OCHA staff that was launched in 2008. Its curriculum covers the core areas of OCHA’s work and is organized around a blended, peer learning structure comprised of three phases including i)knowledge based online learning (6 weeks); ii)coordination competencies skill building workshop (5 days); and iii)self-development action learning (8 weeks). It targets staff across all functions from NOs– P3 who have completed two years of service. Since its inception, the programme has generated a high interest and demand across the organization, particularly with field-based staff who comprise the majority of participants. The HCFP is managed, administered and delivered by the LDU, Executive Office, Geneva.

The programme has been externally evaluated in 2014-15 and demonstrated the value added of the HCFP for cross functional learning, as a forum for the creation of networks across the organization and building a common organizational culture as well as applied learning on humanitarian competencies. At the same time, several areas were addressed including updates to the content to better reflect the changing humanitarian action landscape along with new policies, guidance, tool and approaches; enhanced learning processes using collaborative online tools; as well as strengthened approach to applied competency skill building during the self-development phase. The programme in its updated and enhanced design was delivered from 2015 to 2020 with a total of 209 participants across OCHA. In 2019, a pilot impact evaluation underscored the benefits of HCFP for the participants’ work units and offices.

It is now planned to conduct an independent evaluation to determine its benefits towards improved staff performance . It is also expected that the exercise would elaborate on overall impact and areas for strengthening beyond the pilot that was conducted. Such an exercise is timely in view of the recently established OCHA Knowledge and Skills Map. In addition, the ongoing preparation of the People Strategy, Learning Chapter and the new corporate Strategic Plan 2022-2026 presents another important context to position the evaluation

Experience: A minimum of 7 years of progressively responsible experience in the design, delivery and evaluation of blended learning programmes. Experience in the humanitarian sector is an asset as well as organizational development, capacity building, knowledge management and performance management. Knowledge of OCHA mandate and operational processes would be value added.

Languages

Languages: English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both written and verbal skills) is required and a working knowledge of French is desirable.

3. Timeframe: the exercise is planned to start in May until February 2023. The required inputs are spread over a nine-month period. The evaluation is planned to start in conjunction with delivery of the 2022 HCFP Cohort for which the following tentative timeline is set: online component starts on 14 February for six weeks; workshop in May 2022; applied component starts immediately after the workshop. The breakdown of deliverables by dates is as follows with the understanding that the Consultant will have a primary role in data collection as per Phase 2 outputs below:
