Mission and objectives

The United Nations Development Programme (UNDP) is the UN’s global development network, working in 177 countries and territories. In line with its 2021-2025 Country Programme, UNDP in Bosnia and Herzegovina (BIH) focuses on sustainable and inclusive growth, people-centred governance and social cohesion. UNDP is fully committed to support BIH with regards to its Agenda 2030 commitments as well as the European Union (EU) accession process. The CPD outcomes correspond to 3 outcomes of the UNSDCF 2021-2025 (outcome 1 on resilient, sustainable and inclusive growth, outcome 4 on accountable and transparent governance systems, and outcome 5 on social cohesion and trust). Context

The European Union Support to Agriculture Competitiveness and Rural Development in Bosnia and Herzegovina (EU4Agri) is a 4-year project (2020-2023) primarily funded by the European Union (EU) under the Instrument for Pre-Accession Assistance (IPA). Worth EUR 20 million, the project is implemented jointly by United Nations Development Programme (UNDP) and Czech Development Agency (CzDA). In line with the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) – Framework Document, the project objective is to increase the competitiveness of agricultural production and rural jobs and services. In this context, the project will focus on raising investments in the agri-food sector and increasing the knowledge and skill levels of agricultural producers and other participants in the value chain through the expanded provision of advisory services, as well as on improving economic opportunities in rural areas. The project will also enhance the policy environment through a coherent and complementary set of activities, including strengthening of institutional capacities and services, as well as improvements in policy and regulatory frameworks. Accordingly, the project expected results are as follows: 1) Higher levels of production of safe and quality food based on introduced innovative practices, while preserving the natural resources and the countryside, are sustained; and 2) Policy actions are implemented in EU aligned manner, based on sector services and systems improved.

Task description

Within the delegated authority and under the supervision of Project Manager, the UNV GIP Monitoring Assistant will be performing the following tasks: Overall technical, administrative, and logistical support to Project activities • Assist the Project Manager in the implementation of technical and operational activities for the preparation of the outputs; • Assist the project team in the process of checking the administrative and eligibility compliance of the received GIP applications, prepare the reports and filling the documentation; • Assist the GIP Monitoring and Control Specialists in conducting filed visits and financial controls, as well as maintaining collected data and information in GIP management system, etc; • Review technical and support information related to GIP activities, projects and initiatives that may contribute to the Project activities; • Participate in the planning, organizing and execution of Project and GIP activities; • Organize and coordinate information exchanges internationally and between participating institutions; • Maintain GIP documentation; • Draft routine official correspondence and assists in the preparation of various reports. Support to Business Process Quality Assurance • Assist in monitoring of business processes followed by the projects, that are in line with the UNDP rules and regulations, policies, and internal control framework; • Assist in timely reporting and participate in the drafting of the reports. Support to the Project teams in effective mainstreaming of gender equality • Assist Project Manager in mainstreaming gender equality in the projects implementation and ensuring that knowledge on gender equality is incorporated in the project’s knowledge management activities and products; • Assist Project Manager in incorporating gender equality in all the areas of implementation of projects components, in the organization of the project evaluations and audits; • Ensure that all collected data related to the project are gender and age disaggregated and evaluated from the gender point of view; • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
