Job Overview:

The Resettlement & Processing Monitoring, Evaluation, and Learning Officer (R&P MEL Officer) will lead evaluation components of the Resettlement Alliance for Data Innovation Exchange (RADIE) project, a three-year initiative funded by the Bureau of Population, Refugees, and Migration (PRM). The R&P MEL Officer will contribute to strengthening resettlement agency and PRM  access  to  high-quality  information  on  client outcomes, resettlement experience, and the quality of resettlement services clients receive.  In this role, they will also strengthen understanding of the influence of different resettlement pathways on client outcomes, resettlement experience, and the quality of resettlement services clients receive.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Supporting the project manager in setting up the project’s monitoring, evaluation, & learning plan, including an indicator tracker.
  • Actively contributing to an interagency Outcomes & Data working group aimed at developing R&P program output, outcome, and client satisfaction indicators; reporting requirements, and data collection tools (including client feedback tools).
  • Designing and conducting evaluations on the influence of different resettlement pathways on client outcomes, resettlement experience, and the quality of services (FY24-FY25).
  • Developing an evaluation report – inclusive of recommendations of which resettlement pathways have potential for scaling based on initial data regarding client outcomes, resettlement experiences, and the quality of resettlement services clients receive (FY25)
  • Developing a toolkit to support RAs in building and sustaining their capacity to evaluate outcomes and assess the quality of R&P services (FY25).
  • Other duties as assigned.

Job Requirements:

Education: A University degree in a relevant discipline (preferably in Social Sciences, Data Science, or a related field) preferred.

Work Experience:

  • A Minimum 3 years of working experience in Monitoring, Evaluation, and Learning related functions, preferably for programs for refugee or displaced populations.  Experience with Experience with data management systems, M&E planning, data analysis, and reporting.  Experience planning and leading mixed method program evaluations.

Demonstrated Skills & Competencies:

  • Strong foundational M&E skills.
  • Project management skills.
  • Ability to plan and lead mixed method project impact, outcome and process evaluations, preferably with refugee, immigrant, and migrant populations.
  • Understanding of the R&P program and resettlement pathways (e.g complementary pathways, traditional resettlement provided by an RA, co-sponsorship, private sponsorship) highly desired.
  • Experience developing qualitative and quantitative data collection tools, including client feedback tools.
  • Understanding of data equity principles.
  • Strong quantitative and qualitative data analysis skills.
  • Knowledge of quantitative and qualitative data analysis software.
  • Ability to effectively communicate results, including with data visualization.
  • Ability to work flexibly both independently and as part of a team.
  • Excellent communication skills, both verbal and written, with fluency in English. Fluency in a language commonly spoken by resettlement clients (Arabic, Kiswahili, Dari, Farsi, Pashto, French, Kinyarwanda, Ukrainian) is highly desirable.
  • Ability to handle multiple priorities and deadlines.
  • Strong critical thinking capabilities with an ability to rapidly assess situational needs, develop problem solving strategies, and identify solutions.
  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Attention to detail and accuracy in work product—including Excellent proofreading and editing skills.
  • Comfort working and collaborating in Microsoft Office Suite, including Word, Outlook, and Teams.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 10%.
  • May require occasional weekend and/or evening work.
