Background:

Monitoring and Evaluation Programme Assistant is supervised by the Head of Human Dimension and provides programme and project monitoring and evaluation support for all Human Dimension (HD) initiatives and activities. The incumbent supports the development and implementation of appropriate monitoring plans, processes and systems; provides administrative and technical support for the coordination of the department Programme Budgeting cycle, including assisting in compiling and editing relevant strategy documents; supports HD staff in the planning, monitoring and evaluation of their projects and programmes; and compiles general background information for the preparation of project proposals and project reports; translates programme and project documents; and provides interpretation services as needed.


Tasks and Responsibilities:

Under the overall supervision of the Head of Human Dimension, the successful candidate will be tasked with the following duties:

  1. Assists in the development of project monitoring and evaluation plans and reports and communicates Monitoring and Evaluation (M&E) information for department staff;
  2. Assists project personnel with M&E tools and supports them in their use; develops monitoring and impact indicators for the project success and monitors and evaluates overall progress on achievement of results;
  3. Develops and maintains monitoring schedules for all HD projects; provides regular feedback and reports to the Head of HD and relevant Project Managers on the status of monitoring of respective projects and activities;
  4. Ensures that project proposals and other project documents comply with OSCE budget cycle requirements;
  5. Monitors all HD project activities, expenditures and progress towards achieving the project output; contributes to the documentation of program events such as meetings, events and workshops; gathers data from the field staff, follows up on activities; participates in and coordinates the timely collection and analysis of all program performance data and success stories;
  6. Monitors the sustainability of project results and suggests strategies to the Head of HD and Project Managers to improve the efficiency and effectiveness of projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  7. Prepares regular and ad hoc reports including monthly, quarterly, half-yearly and annual progress reports on all project activities to the Project Managers;
  8. Provides inputs, information and statistics for quarterly, annual and other reports of POiB (project self-evaluation report, PBPR);
  9. Performs other related duties on cross-dimensional issues.

Necessary Qualifications:

  • Completed secondary education;
  • Bachelor Degree in law, social sciences, and psychology or any other related field is desirable;
  • Minimum four years of work experience in reporting and human rights related position preferably in an international environment; For this vacant position, a first-level university degree may be considered as a substitute for one year of working experience, an advanced university degree for two years of working experience;
  • Experience in project/activity monitoring and evaluation;
  • Professional fluency in Russian and English with excellent communication (both oral and written) skills; professional fluency in Kyrgyz would be an asset;
  • This position demands dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 899.67 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
