Background

The Health Security Preparedness (HSP) Department works with all Member States and with partners to ensure that countries and populations, in particular the most vulnerable, are prepared for all-hazards emergencies, and are fulfilling their obligations to develop core capacities under the International Health Regulations (2005). Within the HSP department, the Core Capacity Assessment, Monitoring and Evaluation Unit (CME), together with WHO Regional and Country Offices, Multisectoral Engagement for Health Security (MHS) provides essential support to Member States in their endeavour to scale up their multisectoral preparedness and accelerate the implementation IHR (2005) through strategic cooperation and partnership between Member States, partners, donors, and other stakeholders to advance their health security. WHO Strategic Partnership for Health Security and Emergency Preparedness (SPH) Portal is a true reflection of article 44.2 of the International Health Regulations (2005).

WHO SPH aims to further strengthen WHO’s critical convening power at country, regional and global level as well as promotes collaborations among the Member States through multiple channels, including bilaterally, through regional networks and the WHO regional offices and through intergovernmental organizations. WHO MHS has developed the Strategic Partnership for Health Security and Emergency Preparedness (SPH) Portal, an online portal that facilitates the coordination and harmonization of support to countries between stakeholders. The SPH Portal is a one-stop information sharing platform which provides global landscape on global health security investment outlook including Influenza, AMR, UHC and health system; roster of global health security experts; as well as track and monitor progress on global health security and IHR implementation. The SPH stakeholders consist of both tradition and non-traditional partners and donors beyond health sectors. Multisectoral and One Health approach are the essence of this strategic partnership and SPH is designed specifically to foster these relationships.
