Mission and objectives

UNESCO is the United Nations Educational, Scientific and Cultural Organization. Context

The UNESCO Office for the Pacific States promotes development opportunities and actions and mobilizes resources for sustainable development, democracy and peace in the Pacific. The Office's work in the Pacific is guided by the United Nations (UN) Cooperation Framework, UNESCO Pacific Strategy and other international and regional frameworks. Based in Suva, Fiji the incumbent works full-time as part of the two units in the UNESCO Office for the Pacific States – Communication and Information (CI) and Culture (CLT). S/he works in coordination with a larger team of responsible personnel from the UN Organizations participating in the UN Joint Programme (UNJP) called, Advancing the SDGs by Improving livelihoods and resilience via economic diversification and digital transformation (Short title: Economic Transformation in South Pacific). The UNJP Economic Transformation in South Pacific is a collaborative programme of seven participating UN organizations (PUNOs) in cooperation with five Member States – Fiji, Solomon Islands, Tonga, Tuvalu and Vanuatu. The UNJP Economic Transformation in South Pacific is funded by the Joint SDG Fund (JSF) and the UN Multi-Partner Trust Fund Office (MPTF-O) serves as the grant administrator. Under the UNJP, UNESCO will bring in cross-sectoral assistance in culture (CLT), in particular, livelihoods in creative fields. UNESCO will also support digital transformation processes, including though Internet Universality Indicators work as well as capacity building to promote equitable access to information by all, in particular among the vulnerable populations, those coming from remote, low socio-economic communities, and persons with disabilities. The UNJP requires close cooperation and collaboration with the ITU and other PUNOs to ensure that ROAM principles are being applied. The UNJP will have a specific focus on gender equality and disability inclusion in the design and delivery of activities and results. UNESCO will ensure the monitoring and evaluation of capacities in both areas as well as support institutional capacity development for inclusive economic diversification and development using cultural industries and digital technologies. The incumbent will serve under the overall authority of the Director of the UNESCO Office for the Pacific States and under direct supervision from the Programme Specialist for Culture based in the UNESCO Office for the Pacific States. S/he will have a matrix reporting line with the Chief of the Universal Access to Information Section or another Section or both as advised later on at the Communication and Information Sector, UNESCO Headquarters. The incumbent manages the UNESCO portion of work in the UNJP, and coordinates work between the CI and CLT sectors within UNESCO, with responsible personnel of other PUNOs and the lead PUNO, ILO. S/he monitors implementation, takes corrective actions and prepares reports. S/he advocates for the Office’s involvement and participation in mainstream economic diversification and digital transformation activities of the UN System in the above-mentioned five countries. S/he also supports resource and partnership mobilization for areas of work in UNESCO that remain unfunded as well as for the expansion of UNESCO’s work on creativity and digital transformation for sustainable development. The incumbent works within the frameworks of UNESCO’s Medium Term Strategy (C/4s), the approved Programme and Budget (C/5) and global development plans.

Task description

Within the delegated authority and under the supervision of the Programme Specialist for Culture with a matrix reporting line with the Chief of the Universal Access to Information Section or another Section or both as advised later on or his/her designated mandated representative(s), the UN Volunteer Programme Coordinator - Creativity and Digital Transformation, will: • Establish contract-based partnerships, procure services and goods and organize activities of the UNJP on Economic Transformation in South Pacific in line with UNESCO’s procurement policy, rules and procedures across the five SIDS covered by the FIJI multi-Country Offices (MCO). • Convene coordination meetings with responsible officers in the government ministries/departments and other partners for effective coordination of UNESCO’s portion of work in the UNJP on Economic Transformation in the South Pacific, and contribute to internal coordination among CI and CLT sectors. • Ensure disability as an issue is meaningfully integrated into all project activities under the UNJP on Economic Transformation in South Pacific and youth empowerment in a gender-responsive manner is supported by UNESCO activities in the UNJP. • Prepare coordination meeting minutes, updates and presentations for the steering committee(s) of the UNJP on Economic Transformation in South Pacific as organized by the lead PUNO and FIJI MCO UN Resident Coordinator Office. • Ensure that the performance of the UNJP on Economic Transformation in South Pacific is systematically monitored and data for key indicators and reports are collected, analyzed and made available to the Director and the lead PUNO for reporting purposes. • Identify, document, and prepare good practices and case studies for dissemination with a target to have one such documentation per SIDS. • Develop feedback mechanisms to monitor and evaluate the quality of training activities and outputs under the contracts. • Ensure that the resources and outputs being developed under the UNJP on Economic Transformation in South Pacific are Open Access or Openly Licensed, meet the requirements of open learning and are made available to wider communities through all possible platforms for a and at a minimum through the learning management platforms and lifelong learning lab(s) that UNESCO has helped set up in the Pacific subregion. • Ensure UNESCO branding and Open Access copyright guidelines are closely followed in all training, communication and electronic and print resources and outputs. • Contribute to the UN outcome/thematic groups, in particular, contribute to the mechanisms set up by the FIJI MCO UN Resident Coordinator Office; and national and regional CLT and CI sectors’ groups as advised by the supervisor. • Ensure technical and operational control of the implementation of UNESCO activities at the country-level across the five SIDS. • Monitor and measure changes at the national level, with the participation of relevant partners within and outside the UNESCO; and provide data on progress to the UNESCO, JSF, UN Resident Coordinator Office and national partners following due internal clearance; assess the impact of the UNJP on Economic Transformation in South Pacific for a variety of reports and platforms. • Prepare and submit internally approved report for consolidation and further submission to the JSF. • Ensure data and information for the UN Cooperation Frameworks and Country Implementation Plan reporting is available at all times and reports prepared timely. • Write concept notes and proposals for resource mobilization based on opportunities and as needed and following the Office procedures. • Any other tasks as assigned by the supervisor, matrix manager and the Director of the Office which collectively remains at not more than ten per cent of the overall work hours. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs • As an active [insert name Host Agency] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNESCO and its beneficiaries in the accomplishment of her/his functions, including: o UNESCO’s share of work in the UNJP on Economic Transformation in South Pacific is effectively delivered on schedule. o Disability inclusion and gender equality are addressed in an integrated manner and verifiable qualitative and quantitative data is available. o Capacity-building is integrated in UNESCO’s areas of work in the UNJP on Economic Transformation in South Pacific is contributing to results. o Ministries/Departments dealing with ICTs / internet regulation have the capacity to apply ROAM principles and Internet Universality Indicators. o Environmentally and commercially sustainable creative enterprises that adopt digital technologies with the potential to generate employment set-up and rights-based digital transformation for creative industries is seen as the essential foundation. o Contracts are well-managed and outputs under the contracts meet quality standards. o UNESCO branding and visibility are well maintained. o Technical quality of UNESCO’s contributions to the UN outcome/thematic/regional and national groups on economic development, ICTs and digital development are acknowledged and appreciated. o Donor relations are constructive and partnerships strengthened. o Internal and external information, including social media, needs concerning the UNJP on Economic Transformation in South Pacific are readily met with attention to quality. o Team relations are collegial. o In-depth knowledge about UNESCO’s mandate and work programmes and enhanced knowledge of the UN System in the Pacific’s multi-country offices’ context gained. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
