Mission and objectives

The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 of 25 April 2013 to support political processes in the country and to carry out a number of security-related tasks. The Mission has been asked to support the transitional authorities of Mali in the stabilization of the country and implementation of the transitional roadmap, focusing on major population centers and lines of communication, protecting civilians, human rights monitoring, the creation of conditions for the provision of humanitarian assistance and the return of displaced persons, the extension of State authority and the preparation of free, inclusive and peaceful elections. Context

• Monitored all activities related to the movement of cargo and personnel in the the Mission at all times; • Provided assistance in the aspects of transportation, including goods requiring special handling safely and efficiently; • Assisted in planning and coordinating the movement of Military/ Police Contingents successfully; • Processed Special Flight Request for movement of passengers and cargo that cannot be accommodated on regularly scheduled flights correctly; • Ensured safe, efficient, and economical movement support was provided to meet operational and administrative requirements of the Mission consistently;

Task description

Under the direct supervision of the Chief MovCon with the delegation of authority, the UN Volunteer will undertake the following tasks: • Plans and coordinates rotations, deployments, and repatriations of Military/Police • Contingents; • Assist in planning and scheduling the movement of passengers and cargo from military and police units provided by Troops/Police Contributing Countries. • Assists with determining the most efficient and cost-effective modes of transportation for passengers and cargo (including dangerous goods requiring special handling) within and/or outside a field mission; • Coordinates required transportation activities with the Aviation, Transport and Riverine Units/Sections and/or commercial transportation service providers; • Assists and evaluates projected passenger and cargo flows to estimate required resources; • Develops air cargo load; • Assures dangerous goods are transported in accordance with applicable international Dangerous Goods Regulations; • Plans, organizes, coordinates, and prioritizes assigned tasks; • Coordinates the Daily Flight Schedule with the Mission Air Operations Centre to meet cargo requirements as well as non-scheduled mission flights; • Liaises with other UN units/sections, non-government and government organizations, and intergovernmental agencies on immigration and customs matters; • Assists and analyzes projected passenger and cargo flows to estimate required resources; • Processes Special Flight Requests for movement of passengers and cargo that cannot be accommodated on regularly scheduled flights; • Ensures safe, efficient, and economic movement support is provided to meet operational and administrative requirements of the Mission; • Receives customer requests through Movement of Personnel (MOP) and Cargo Movement Request (CMR) Forms for transportation of passengers and cargo (including dangerous goods requiring special handling) within and/or outside a field mission; • Records statistical data on the movement of passengers and cargo (including dangerous goods requiring special handling) within and /or outside a field mission; • Receives excess personal luggage and cargo (including dangerous goods requiring special handling) from customers; • Prepares luggage and cargo for transportation (weighing, plastic wrapping, labelling, etc.) in accordance with the required destination; • Coordinates the transportation arrangements to the embarkation facility; • Coordinates the provision of passenger and cargo handling services (including dangerous goods requiring special handling) in support of a field mission and monitors that all activities are carried out in accordance with the UN rules, regulations, and applicable safety procedures; • Compiles passenger and cargo manifest and communicates them to the aircrew, surface transport, and riverine personnel; • Briefs passengers of schedules, routes timing, and safety requirements; • Maintain the electronic databases in accordance with the established procedures and deadlines; • Monitors that appropriate reference documents are current, readily available and accessible to all relevant personnel • Perform other related duties as required; • Assists in developing the long term plans and scheduling of the workload; • Assists in developing Movement Contingency Plans (for example, mission evacuation plans); • Prepares report on the suitability of routes, staging areas, ports, airfield, road, and rail transhipment points as and when required. Coordinate with other UN Agencies for movement-related matters and perform other duties as needed.
