Background

The Norwegian Refugee Council has been present in the east of Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Owing to the rapid change of situation inside Ukraine in February 2022, NRC have recently established a new Area Office in Kyiv to respond to needs of affected populations in the North of Ukraine. The North Area Office programmatically covers the regions of Kyiv, Chernihiv, and Sumy Oblasts, with an ambition to expand operations to Zhytomyr and Cherkasy Oblasts in 2023.

North Area Office operations largely focus on Shelter/WASH rehabilitation and Information Counselling and Legal Assistance (ICLA), as well as programmatic areas under development for 2023 that include Protection, Livelihoods and Food Security (LFS), and Education. The North Area Office is still very much in the start-up phase, establishing programme operations and support functions in both the Kyiv Area Office and Chernihiv Field Office. The context in Ukraine remains extremely volatile, dynamic, and challenging.

  1. Role and responsibilities
  • Support the Area Manager in the set up and establishment of the Area Office (AO) and Field Office(s) in the North of Ukraine.
  • Advise and support Project Managers in the implementation of support related SOPs.
  • Ensure strong coordination with CO-based support departments and act as the focal point for coordination of support departments between the Country Office (CO) and the Area Office.
  • Ensure strong coordination with other AO-based support departments and act as the focal point for coordination of support departments among the AOs
  • Contribute to strengthening the CO and Area level implementation through the creation of relevant SOPs and procedures.
  • Oversee implementation of identified risk mitigation measures, including compliance spot checks in line with anti-corruption risk mapping
  • Under the country office guidance, ensure compliance with Securing Supporting Documentation (SSD) SOP as well as the Country office data management system.
  • Responsible for supporting resource allocation on the area level in line with Master Budget and available donor budgets.
  • In line with GRM guidelines coordinate and align operational support with programme plans at the Area level, ensuring procurement plans, HR plans and spending plans for each project are in place.
  • Drive the optimization of operational costs initiative on the area level.
  • Lead on any structure review for area-level support departments.
  • At the direction of the Area Manager and the Head of Support, participate in the investigation of allegations of suspected fraud or misconduct and produce required reports.
  • Other responsibilities as delegated by the Area Manager.

 

  1. Competencies
  • Bachelor’s degree in relevant field (Humanitarian Management, Business Administration, Finance, Human Resources, Supply Chain or similar)
  • Minimum 4 years of management experience, preferably in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Excellent communication, interpersonal and reporting skills, both written and oral
  • Flexible, adaptable, and with excellent problem-solving skills
  • Knowledge about own leadership skills/profile
  • Fluency in English, both spoken and written is requiredUkrainian and/or Russian language skills an asset
  • In depth knowledge of the context in Ukraine
