The purpose of the Emergency Response Manager is to coordinate and lead the different emergency response initiatives in Ukraine. This role is responsible to lead in rapid assessments, coordination of response, monitoring and reporting. The role will also be responsible for training of identified existing staff from each Area Office which will be assigned to emergency response when required, as well as regular refresher trainings. The role will also be responsible to continuously follow context changes and together with Head of Operations, relevant Area Managers and Security and Access roles prepare necessary for emergency deployments. The role is also responsible to prepare emergency response strategy using different modalities from in-kind, cash to voucher models.

Roles and Responsibilities

  1. Overall oversight and management of emergency response projects covering different areas and interventions. This includes leading in rapid assessments, coordination of response, distributions, monitoring and reporting as well as management of assigned teams. 
  2. Responsible for context analysis and development of scenarios for potential displacements in relation to the emergency response and sharing this information to relevant stakeholders.
  3. In close collaboration with the M&E Coordinator/Manager, ensure the development of quality control and monitoring/evaluation standards for the emergency response
  4. Ensure that the existing SOPs supporting the implementation of the emergency responses are relevant to the identified needs and review if necessary in line with the NRC procedures.
  5. Provide support with countrywide emergency preparedness and prepositioning of supplies if needed.
  6. Provide emergency response specific support and input to the recruitment process for emergency response project staff.

Skills and Experience

  • Post-graduate with minimum 3 years of experience within technical expertise area in a humanitarian context
  • Experience from working in complex and volatile contexts
  • Emergency Response expertise
  • Humanitarian coordination experience
  • Strong managerial and interpersonal skills
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Access to a Schengen visa is required for positions in Ukraine

  • Contract: from 12 months (possibility of extension) 
  • Travel: 50%
  • Salary: Grade 9 According to NRC’s Salary Scale. NRC offers a competitive compensation and benefits package, including R&R.
