OBJECTIVES OF THE PROGRAMME

The WHO's Health Emergencies Programme (The Programme) aims to build the capacity of Member States to manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.Within WHE, the Emergency Operations (EMO) Programme Area is responsible for ensuring that emergency-affected populations have access to an essential package of life-saving health services. This includes establishing comprehensive incident management for coordinated action in all graded and protracted health emergencies, assisting and coordinating the implementation of health operations to agreed standards through partner and WHO operational networks as well as providing supplies and logistical services and operational support for all graded and protracted health emergencies. EMO also guides strategic policy development and inter-agency relations for the Programme.

DESCRIPTION OF DUTIES

Duties as assistant to Emergency Health Coordinator:

(a) Assist in the management of the Emergency Health Coordinator's schedules, handle incoming calls from internal and external sources, and process correspondence addressed to the Coordinator's office.

(b) Prepare outgoing communications, ensuring that it conforms to official WHO style.

(c) Arrange Emergency Health Coordinator's official duty travel, when necessary prepare full background files, briefing notes, etc.

(d) Receive staff and visitors to Emergency Health Coordinator; assess the critical nature and/or the confidentiality of issues and requests.

(e) Draft correspondence of Emergency Health Coordinator and assist in writing of presentations, etc.

(f) Create, maintain and use filing, reference and follow-up systems for work of Emergency Health Coordinator.

(g) Assist the Emergency Health Coordinator with gathering/researching information, analysing data for reports, communications, briefings, etc.duties as administrative support to the WHO emergency operation in Gaziantep.

(h) Screen, prioritize and route incoming correspondence to the Operations and Logistics Unit; (i) Maintain tracking tool to record all incoming and outgoing correspondence, file correspondence electronically as appropriate.

(j) Act as Focal Point for registration with WCO as well as for issuance, renewal and cancellation of residence permits. Maintain good working relationship with WCO focal point and ensure compliance with WCO requirements.

(k) Act as leave administrator for the Gaziantep Office.

(l) Assist with GSM workplan/budget for Gaziantep Office.

(m) Respond to and act on staff requests for HR-related information.

(n) Assess the critical nature of inquiries and redirect personal or telephone enquiries as appropriate.

(o) Prepare internal communication, brochures for internal use, and dissemination of Information Notes to office as required; drafts announcements as and when needed for internal and external stakeholders.

(p) Maintain overview of deadlines for different activities and/or projects under the remit of Operations and Logistics Unit including but not limited to, workplan updates, technical activities and contracts.

(q) Schedule team meetings and prepare minutes.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent.
Desirable: University degree

Experience

Essential: Considerable and progressively responsible experience in the secretarial/administrative field (minimum five years) including experience in WHO and/or the UN.
Desirable: Relevant UN/WHO administrative assistant experience is a strong asset.

Skills

Competence in Microsoft Word, PowerPoint, Excel, e-mail, and Internet searches.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 16,208 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
