OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

Information Technology Services (ITS) provides leadership and direction in the deployment of information and communication technologies and systems to support the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) in carrying out its mandate. Furthermore, ITS establishes and maintains strategies, policies, standards and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, ITS and the direct supervision of the Senior Advisor, Applications Development and Support (ITS/AT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical leadership and guidance for the development and implementation of a modern data architecture that meets the Organization’s end-to-end data needs. Orchestrate an integrated set of technologies to enable the acquisition, storage, integration, delivery, and governance of corporate data, while nourishing security layers for users and applications;
  2. Configure and manage corporate data and business intelligence platforms, software, and related products to provide Development, Testing, and Production environments for corporate applications. Collaborate with Infrastructure, Security and Applications Teams to ensure adequate availability, performance and efficiency of the data environment, appropriate backup-recovery procedures, and provision of anywhere user access;
  3. Leverage PAHO Management Information System (PMIS) as the official system of record to enable data driven decision making;
  4. Design, implement and maintain database systems, data integrations, and other data architecture components in support of PAHO financial and administrative operations;
  5. Document business needs on data analysis and reporting and develop Business Intelligence components, reports and visualizations to support those needs as well as to gain insights into users' experiences and behaviors;
  6. Oversee and coordinate the work of assigned PAHO staff and OSPs in the implementation and operations of data management and analytics projects;
  7. Develop documentation, procedures and policies for data governance and data management following best practices and enterprise architecture principles;
  8. Provide technical advice and guidance to all information systems staff throughout the Organization on data management, administration and analytics technologies and best practices, the design of databases, data warehouses, data lakes and other data artifacts to meet the Organization's requirements;
  9. Help drive change in the Organization by focusing on change management needed to adopt new tools and processes, including training of other staff;
  10. Evaluate and recommend data management, business intelligence and web service integration technologies as required;
  11. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  12. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential: A bachelor’s degree and a master’s degree in Computer Sciences, Mathematics, Systems Engineering, Information Technology or any other field related to the functions of the position from a recognized university.

Desirable: Data Science training or certifications would be an asset.

Experience:

Essential: Nine years of combined national and international experience as a professional in data management technologies, including implementation, operations and maintenance of database management systems (DBMS). This should include a minimum of five years of experience as Database Administrator, Data Engineer, Data Architect or Business Intelligence Engineer.

Desirable: Work experience within an international or multinational organization would be an asset.

Technical Expertise:

  • Theoretical and proven technical skills in Data modeling, SQL, ETL, Meta Data and Data Warehouse.
  • Expert knowledge in an enterprise class RDBMS including writing scripts, query optimization, reporting and dashboarding.
  • Extensive knowledge and practical experience in enterprise-class Business Intelligence tools such as PowerBI and Tableau.
  • In-depth knowledge of systems development lifecycle (SDLC) concepts and methodologies; web applications, multi-tier architecture, systems concepts, and techniques in their relationship to DBMS, and data warehouse technology.
  • Hands-on expertise in cloud computing technologies, data driven digital solutions, systems integration, application security.
  • Theoretical and practical expertise in Big Data, Artificial Intelligence and Machine Learning tools.

Languages:

Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

  • Demonstrated IT skills in MS 365 platform and MS products, as well as other cloud technologies like SaaS, PaaS, IaaS.
  • Experience with MS Azure cloud computing services is essential. Including Microsoft Azure Data Factory, Microsoft Azure Data Lake, and other services in the Microsoft Azure cloud ecosystem.
  • Hands on experience with Application Programming Interfaces (APIs) and Web services.
  • Knowledge of data and information security practices, authentication, authorization, and encryption.
  • Cloud based ERP experience would be an asset.

REMUNERATION

Annual Salary: (Net of taxes)

USD $75,602.00 post adjustment

Post Adjustment: 63.9% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
