County Surveillance Officers, Grade; NOB

Purpose of position

Under the immediate supervision of the District Health Officer in the specific cluster, the incumbent shall implement activities towards strengthening Polio surveillance, other VPD surveillance and routine immunization in High Risk and poor performing Counties

Duty Station: Garissa, Wajir, Mandera, Marsabit, Isiolo, Turkana, and Nairobi counties with possibility of deployment to other areas.

Background: Kenya is one of the high risk countries for poliovirus importation as it shares borders with outbreak countries, with high population movement to and from Nairobi to the two refugee camps in Garissa and Turkana counties. In 2021, Kenya suffered outbreak of type 2 circulating vaccine derived poliovirus (cVDPV2) which was detected in the Counties of Garissa and Mombasa. Kenya responded effectively to the outbreak using appropriate strategies in a timely manner. The COVID-19 pandemic impacted negatively on surveillance activities for polio eradication and especially in the high-risk counties resulting to subnational non-attainment of surveillance indicators and immunity gaps. The current (2022) outbreak of type 1 polioviruses in Malawi and Mozambique and the continued cVDPV2 outbreaks in the HoA and neighbouring poses a threat to the country. In addition, the ongoing drought in the HoA region has increased the number of arrivals to the camp with many of the new arrivals under the age of 15 having not been vaccinated. This poses a threat to the county of Garissa and the neighbouring counties of Mandera, Wajir and Nairobi due to the high population movement. The drought will also increase the risk of outbreak of other vaccine preventable diseases. Kenya therefore needs to strengthen the surveillance activities and improve on its outbreak preparedness in line with the Global Polio Surveillance Action Plan 2022 – 2024.
