OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

Information Technology Services (ITS) provides leadership and direction in the deployment of information and communication technologies and systems to support the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) in carrying out its mandate. Furthermore, ITS establishes and maintains strategies, policies, standards, and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Information Technology Services (ITS), and the direct supervision of the IT Advisor, Enterprise Architect (ITS), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Serve as the Organization’s expert in the different types of licensing models for software and IT platforms including perpetual, floating, trial, subscription, feature and others, as well as ensuring PAHO end user compliance with each licensing terms;
  2. Build corporate processes and procedures around software licenses and IT products negotiations, controls and management;
  3. Oversee, manage, and ensure that the Organization´s Software Licensing is effectively and efficiently handled, including software updates, software add-ons, growth planning, acquisition of new software and renewals;
  4. Lead the development and documentation of business requirements, and functional needs by working closely with business areas and target audiences to identify new Software adoption, replacement or elimination, analyzing how these interoperate with existing systems processes and platforms;
  5. Conduct routine monitoring, analysis, and evaluation of PAHO´s Software Licensing Management, including software usage, software compliance and license reconciliations and audits;
  6. Design, implement, maintain, and update the Software Portfolio & Software Catalogue for the Organization; establish a knowledge base to be shared with stakeholders to promote and maximize the effective use of existing software licenses in the Organization;
  7. Identify, select and manage Software vendors to ensure value for the Organization; manage Software Licenses and Software subscription renewals, true ups, and upgrades of existing licensing agreements, working with vendors, resellers and the Procurement Department;
  8. Propose, draft and develop RFQs, RFPs, and participate as the ITS technical lead in IT procurement processes related to the acquisition of software tools or renewals of existing licensing agreements; evaluate participating suppliers in coordination with business owners considering existing IT architecture, cyber security standards, and best practices;
  9. Create documentation around the evaluation, integration, and governance based on industry best practices for application adoption, license provisioning, and user on- and off-boarding; propose standard operating procedures and job aid updates when appropriate;
  10. Manage SaaS (Software as a Service) applications life cycle including the creation of SaaS applications renewal calendars; build a documented, collaborative evaluation process; and develop action plans for upcoming renewal dates;
  11. Monitor and coordinate with vendors to ensure the operational health and availability of software licensing portals;
  12. Evaluate, and identify cost effective and value-based opportunities for software licensing improvements including consolidating individual licenses into larger agreements; advise on software and licensing options and services to ensure continued alignment to business needs, IT evolving trends, and strategic goals;
  13. Identify, manage, mitigate, and escalate any software licensing risks which may cause the Organization to be non-compliant with the licensing terms and conditions;
  14. Stay up-to-date with trends that impact software licensing agreements; serve as subject matter expert in all software licensing aspects, and advise the PAHO user community on best practices regarding software licenses;
  15. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential: A bachelor’s degree in computer sciences, information management, information technology or in any of the areas related to the functions of the position from an accredited university.

Desirable: A master’s degree in computer sciences, information management, information technology or related field would be an asset.

Experience:

Essential: Seven years of combined national and international experience in information technology related matters. Expertise should include Software Licensing Management and IT vendor management and negotiations.

Desirable: SaaS lifecycle management experience.

Technical Expertise:

  • Expertise in IT Software License Management or related role in a corporate environment.
  • Strong knowledge and understanding of Software License Management standard methodologies, including, but not limited to cloud software license management.
  • Practical knowledge of Software License Management process improvement and establishing/enhancing procedures as well as ability to lead the rollout of those processes.
  • Proven hands-on experience in software procurement and negotiation processes including, but not limited to cloud software.
  • Expertise in software compliance and audit.
  • Thorough theoretical and practical knowledge of computer systems architecture.
  • Good interpersonal ad customer service skills, and strong written and verbal communication skills.
  • Excellent negotiation skills and expertise in building successful partnerships.

Languages:

Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets, and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, PowerPoint, Word, OneDrive, Outlook, Teams, and SharePoint are considered essential.

REMUNERATION

Annual Salary: (Net of taxes)

USD $62,692.00 post adjustment

Post Adjustment: 63.9% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
