Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Procurement Section, Division of Administration (ADM).

The Procurement Section is a multi-national team working to support the Major Programmes of the Commission in timely, effective, and well managed procurement. In doing so, the Section is responsible for the purchase of a wide range of goods and services covering the needs of the operation of the Organization and its mandate, with an annual procurement spend of 60-70 million USD per year.

Under the overall supervision of the Chief, Procurement Section, to:

Duties and Responsibilities

  1. Contribute to planning, development and management of all procurement and contractual aspects of projects related to worldwide procurement of diverse services and commodities;
  2. Review procurement requests and coordinate with the requesting officer(s) on the specifications, delivery dates, possible suppliers and optimal procurement approach;
  3. Manage the procurement cycle of the assigned workload, including, as applicable, but not limited to: prepare/oversee preparation and distribution of invitations to tender, manage all aspects of the tender evaluation and award process, undertake vendor’s due diligence, coordinate with the Legal Services and Budget and Finance Sections, negotiate with preferred contractor and submission to the Committee on Contracts, as required;
  4. Prepare a variety of procurement related documents, purchase orders, contracts, communications and reports and sign contractual documents up to the authorized limit;
  5. Administer concluded contracts, including but not limited to, vendor management, coordination with the Legal Services and Budget and Finance Sections, advise on procurement matters, and propose solutions to resolve issues and/or conflicts;
  6. Establish and maintain a work programme and schedule for ongoing and newly planned procurements and monitor the timely implementation of the plans; 
  7. Provide procurement guidance to other colleagues, as necessary;
  8. Conduct market research to keep abreast of market developments, research and analyze statistical data and market reports on the world commodity situation, production patterns and availability of goods and services. Identify new products/services, evaluate and recommend potential sources of supply;
  9. Perform other duties as assigned.

Education

  • University degree in public or business administration, commerce, law, economic or a related field.

Work Experience and Qualifications

  • At least five (5) years relevant working experience in procurement, contract management or related field, part of which should have been preferably in an international environment and/or an organization of a sector of goods and/or services related to the Commission’s work or mandate;
  • An internationally recognized procurement qualification, such as UNDP or CIPS (certificate in Purchasing and Supplying) Level 2 or equivalent is required; 
  • Experience with Enterprise Resource Planning (ERP) system, preferably SAP, is required;
  • Capacity to work simultaneously on a variety of issues and tasks independently, adjusting to priorities and achieving results with agreed objectives and deadlines;
  • Strong ability to communicate effectively in multicultural environment is essential;
  • Track record of actively contributing to achieving team results, support team decisions, building creative, productive teamwork and partnerships internally and externally is essential;
  • Ability to adapt to changing environments and identifying opportunities for improvement to current practices, processes and systems; 
  • Ability to identify and propose solutions to challenges by taking calculated risks;
  • Ability to analyze information, identify critical elements, assess consequences of different courses of action and draw logical conclusions is essential;

Languages

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
