Purpose of consultancy

To collect, validate and analyze strategic information and policy uptake for use in the annual global HIV reporting which is needed for completing the accountability framework for the GHSS to support HIV, viral hepatitis and STIs as well as related communication materials to be used for the International AIDS conference (23 July – 26 July 2023) and World AIDS day (1 Dec 2023).

These data and policies are collected through the National Composite Policy Instrument data from 194 countries, which is part of Global AIDS Monitoring (GAM).

Background

The Global Health Sector Strategies on HIV, viral hepatitis and STIs (GHSS) 2022-2030, was noted with appreciation by the 75th World Health Assembly in May 2022. The new GHSS 2022-2030 calls for an expansion of person-centered and integrated response for Viral hepatitis, HIV and STIs in the framework of UHC and PHC, acknowledging the critical role of the health sector in ending these epidemics and recognizing the commonalities and differences among these disease areas.

In this context, HSS/SIA Unit develops and produces the accountability framework for reporting on the baseline and a set of shared and disease-specific global targets and milestones for 2025 and 2030 as put forward in GHSS.

The Strategic Information and Use (SIA) unit within the Department of HIV, hepatitis and STIs Programmes (HHS) is responsible for HIV data and strategic information management including preparation of quantitative information related to the health sector response data on HIV, Hepatitis and STIs. The SIA unit works closely with the technical units within the HHS to develop/update a set of indicators and policy questions for inclusion in the Global AIDS Monitoring (GAM) in collaboration with UNAIDS and UNICEF. Based on the data analysis from the country intelligence tool global reports are developed as well as additional communication materials as, for example, country fact sheets. In addition, the departmental website needs regular updating as well as the global health observatory (GHO) which is labor intensive.

Deliverables

Task 1: Contribute to developing a detailed outline for the accountability framework for reporting on the targets outlined in Global Health Sector Strategies on HIV, viral hepatitis and STIs (GHSS) 2022-2030.

Deliverable 1.1: Integrated key data sets of strategic information and country intelligence within the WHO informatics operating environment (including the WHO HIV country intelligence tool) to enable reporting on targets and milestones from the GHSS.
Expected by: May 2023, November 2023.

Deliverable 1.2: Create and maintain an updated set of SI tables, graphs, and charts similar to those that are currently included in the GHSS.
Expected by: January, April, July, October, November 2023.

Task 2: Prepare the Global AIDS Monitoring (GAM) 2023, including quality checking of the GAM tool to ensure that all changes are implemented as well as validation and verification of data submitted through the GAM online data entry tool.

Deliverable 2.1: Update list of indicators and policy questions for integration in the GAM and updated list of WHO focal points for the GAM.
Expected by: January 2023.

Deliverable 2.2: Quality checks GAM tool as well as the final draft GAM guidance document.
Expected by: February 2023.

Deliverable 2.3: Validation of templates prepared for the WHO focal points for the policy questions assigned to WHO in the division of labor between UNAIDS and WHO with regards to the GAM.
Expected by: April 2023.

Deliverable 2.4: Data entry and validation of data and the GAM results conducted, data extraction and generation of final data sets of the WHO GAM indicators for inclusion in the joint UNAIDS/WHO policy database completed.
Expected by: July 2023.

Deliverable 2.5: Provide a finalized proposal with recommended changes as proposed by WHO focal points for the 2024 version of the GAM.
Expected by: November 2023.

Task 3: Provide technical input to the Country Intelligence Tool and Global Health Observatory (GHO) data management systems on HIV strategic information.

Deliverable 3.1: Updated Strategic Information Tool (i.e., HIV country intelligence tool) as well as data sets entered in the management systems.
Expected by: May and July 2023.

Task 4: Prepare, produce, and maintain factsheets of key strategic information for the HHS department and provide slide sets and communication materials.

Deliverable 4.1: New update of the existing country fact sheets with the most recent data to be uploaded on the departmental website as well as the country intelligence tool.
Expected by: June, November 2023.

Deliverable 4.2: Up-to-date Fact Sheet of key strategic information on HIV, Hepatitis and STI drafted as well as graphs for standard slide sets, and communication materials such as press releases submitted.
Expected by: June, November 2023.

Deliverable 4.3: Produce data visualizations (infographics and electronic dashboards with implementation of Power BI) and conduct other data analysis. Provide templates and standard formats for other diseases, namely viral hepatitis and STIs, in the department.
Expected by: June, November 2023.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • University degree in medicine, epidemiology, or public health, or other related field.

Experience

Essential:

  • Over five years’ experience in communicable diseases and public health out of which at least two years on strategic information and/or public health (preferably in developing countries) and knowledge of international health.

Skills/Knowledge:

  • Expertise in reviewing and analysing strategic and operational information relating to HIV.

Languages required:

  • Expert knowledge of English.
  • Basic knowledge of French.

Location

Home based – Off-site.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B-USD 7,000 - 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
