The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 168 Members (167 States and the European Union) that acceded to its Statute, and 16 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.

 

IRENA Knowledge, Policy and Finance Centre (KPFC) is responsible for collecting data, developing knowledge platforms and conducting analysis to support the creation of enabling environments for investment and growth in renewables. This entails analytical work on policy and finance, building a gateway to knowledge, giving input to advisory services that the Agency provides to its member states and at regional levels, and targeted engagement with the private sector and civil society. Within KPFC, the Statistics Unit works the provision of reliable and timely renewable energy statistics, an essential component of informed energy planning and decision making.

 

IRENA has become a primary source of data and information about renewable energy. The Agency has developed a global knowledge framework to enable the tracking of renewable energy trends and efforts at the national and global levels. To meet its objectives, IRENA seeks to continuously improve the renewable energy data and information available to countries and other stakeholders to provide the basis for project, policy and programme development. 

 

 

 

Duties and responsibilities

 

Under the guidance of the Director of KPFC, the Senior Programme Officer, Statistics is expected to coordinate a wide range of stakeholders in an efficient manner, and will perform the following duties\:

 

  • Takes the lead to develop and implement IRENA programme for energy statistics and resource assessment, including analysis and methodological work, providing both technical and managerial supervision of all activities;
  • Supervises the development and improvements of IRENA’s statistical databases;
  • Initiates, plans and conducts research and analysis on specific renewable energy themes;
  • Plans and identifies organizations, networks, and regional entities active in the field of energy statistics and resource assessment to coordinate the activities in order to create synergies and to avoid duplication of efforts;
  • Supervises and undertakes the development of new or improved statistical methods and quantitative models for analyses and projects;
  • Plans and directs technical advisory activities for capacity building in statistics and resource assessment through missions, consultations and training workshops;
  • Prepares progress reports and other technical documentation regarding the work programme for presentation to relevant committees, technical meetings and expert groups;
  • Maintains close links with other IRENA Directorates to ensure synergies and consistency;
  • Advises senior management on trends and developments in energy statistics and resource assessment and recommends appropriate courses of action;
  • Performs other duties as assigned.

Qualifications

 

Education\: Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, economics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience\: A minimum of ten years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area, some of which should be at the international level. Good knowledge of methodologies for energy statistics and in particular for renewable energy. Experience in international organizations is highly desirable.

Language\: Fluency in English (both oral and written) is required. Knowledge of other languages is desirable.
