National Consultant, ExB SALW Project (re-advertised)

Background:
 

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

Effective countering of illicit small arms and light weapons (SALW) proliferation requires effective information exchange in BiH and regionally. Therefore, the exchange and use of information on SALW, ammunition and explosives-related incidents and crimes shall be promoted to ensure enhanced understanding and investigations.

The BiH SALW Control Co-ordination Board (CCB) identified a lack of easily accessible and comparable data necessary for effective policy making and operational response. Establishing a joint methodological framework would contribute to joint analysis and research and would thereby increase the operational response capacity of BiH institutions. This would mean development of a joint methodology, database and tracking system/platform allowing for information collection, reporting and analysis. The collection of information and populating of the database by designated staff will be sought in order to integrate and automate the work of the analytical/statistical departments of all the institutions.

Objective of Assignment: 
 

The Mission is seeking to engage a National Consultant to support the Project Implementation Team (PIT) in the organization of the working group and co-ordination meetings to develop an assessment of relevant and legal statistical models for law enforcement and judiciary in establishing an integrated SALW and ammunition inter-institutional track record.

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximately 30 working days.

Tasks and Responsibilities:

The successful candidate will be tasked with the following duties:

1. Research and analysis (12 days)

- As part of development of an assessment, examining the existing legal and statistical data collection methodologies relevant for the collection of information on cases related to SALW, ammunition and explosives (mis)use;
- Reviewing available documents and records relating to the management, operations, and budgeting tracking systems currently used by the beneficiary LEAs, judicial and prosecutorial authorities;
- Analysing the operational plans, policies and procedures relating to tracking systems being used by the beneficiary LEAs, judicial and prosecutorial authorities;
- Conducting in-country site visits to assess current condition of tracking systems used by LEAs, judicial and prosecutorial authorities;
- Conducting interviews with various LEAs’, judicial and prosecutorial beneficiaries to identify relevant needs and issues to be addressed;
- Identifying common data sets denominators and gaps;
- Determining technical requirements for the appropriate ICT/software solutions;
- Validating the research and analysis findings with PIT, SALW CCB, beneficiary LEAs, and judicial and prosecutorial authorities;

2. Report drafting (8 days)

- Producing a comprehensive draft assessment report on SALW tracking system(s);
- Consulting PIT and SALW CCB to obtain feedback on the draft report;
- Producing a final version of the comprehensive assessment report on SALW tracking system(s), integrating all received feedback, and ensuring that the report contains:
    a. analysis of the shortcomings, outstanding needs and recommendation on improving tracking systems;
    b. reflection on national and international perspectives;
    c. summary if outcomes and key findings of both experts; 
    d. practical and actionable recommendations/solutions for development of the tracking system for inter-institutional exchange of SALW-related information - that are based on the conducted analysis and in line with best practice from other agencies (including those in the region);
    e. steps and procedures for practical implementation of recommendations;

3. Organizing and taking part in review events (10 days)

- Supporting the organizing of three (3) two-day workshops (with representatives of SALW CCB, LEAs, judicial and prosecutorial authorities) to discuss the assessment on the SALW tracking system, including by developing an agenda and drafting remarks/TPs;
- Effectively moderating the workshops, ensuring open, inclusive and focused discussion;
- Presenting the final assessment report on SALW tracking system(s);
- Providing effective advice and guidance to members of the analytical WG on the assessment methodology for data collection and analysis.

Deliverables:

1. Draft assessment report;

2. Final assessment report.

Necessary Qualifications:

• A first-level university degree in a relevant field;
• A minimum of four (4) years of professional experience in field of information technologies (IT), with focus on development of information systems for exchange of information, rule of law, criminal justice, NGO and/or government service;
• Pronounced research, analytical, reporting and organizational skills;
• Experience conducting project assessment and developing action plans together with state agencies;
• Pronounced interpersonal and communication skills, including the ability to effectively present to and advise high-level counterparts;
• Excellent written and oral communication skills in English and in the local languages;
• Computer literate with practical experience using Microsoft applications;
• Prior experience working with international organizations would be an asset. 

Remuneration Package:

Remuneration will be based on the selected consultant's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
