Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

PROJECT BACKGROUND

The Global Green Growth Institute (GGGI) is a treaty-based international organization headquartered in Seoul, Republic of Korea. GGGI supports its Members and partner countries to transition to a model of green growth, which is economic growth that is environmentally sustainably and socially inclusive. The organization’s strategic direction is driven by its 43 Members, including five Pacific Island Countries (PICs): Fiji, Kiribati, Papua New Guinea, Tonga, and Vanuatu. GGGI also works with all 14 PICs through its broader Pacific Regional Programs, and to date has actively provided technical support to the Republic of the Marshall Islands, the Solomon Islands, and Tuvalu.

GGGI is the implementation partner in the Pacific for the Climate Finance Access Network (CFAN). CFAN supports developing countries in securing and structuring finance for climate investments. By cultivating a network of highly trained, embedded climate finance advisors, CFAN builds the capacity of developing countries to more quickly access climate finance and achieve their climate objectives. CFAN ensures that more countries have access to advisors who are better prepared and better connected to both donor institutions and other advisors around the world.

Two CFAN Advisors support Tuvalu to access climate finance. As GGGI does not have an office in Tuvalu, the two Advisors are based in Fiji. GGGI is recruiting a CFAN Associate, based in Tuvalu to support activities in country including coordination on the ground, supporting information and data collection, arranging meetings with stakeholders, and organizing consultations and workshops.

 

OBJECTIVES OF THE ASSIGNMENT

The CFAN Associate will be based with the Tuvalu Climate Change Department, coordinating closely with GGGI and the Climate Change Department. The Associate will support GGGI and the Climate Change Department in delivering the following outputs:

    • Investment pipeline
    • Project scoping and feasibility studies
    • Concept notes and other application for climate finance.

 

SCOPE OF WORK 
    • Assist with stakeholder mapping
    • Organize and attend meetings and workshops (in country and virtual)
    • Help coordinate country visits (estimated 2-3 weeks in March and 1-2 weeks in June TBC)
    • Draft feedback from stakeholders
    • Collect information and data
    • Assist in drafting applications for climate finance (particularly sections relating to country context and stakeholder engagement)
    • Provide support to GGGI consultants undertaking feasibility studies
    • Undertake some online climate finance training modules.

 

DELIVERABLES AND PAYMENT SCHEDULE

Deliverables will be in accordance with the Project Workplan timeline. At the end of each month, a tasks and activities update report to CFAN team will include all activities and tasks carried out during the period.

    • All deliverables, reports, and other documents prepared or received from the stakeholders from the start to the end of the assignment shall be saved in MS Teams Platform created by GGGI
    • The CFAN Associate shall submit each deliverable report in electronic versions readable by a Microsoft Office application.
    • All outputs must be in English.

 

EXPERTISE REQUIRED

The CFAN Associate must be based in Tuvalu and have:

    • A Bachelor’s degree in Environmental Science, Climate Change, Economics, or any other relevant field.
    • At least 2+ years of work experience.
    • Experience with stakeholder engagement and supporting consultations.
    • Knowledge of Tuvalu’s national climate change and sustainable development policies will be an asset.
    • Strong verbal and written English skills are required.
    • Excellent communication, interpersonal, and prioritization skills.

 

ADMINISTARTIVE INFORMAITON

The CFAN Associate will ensure: 

    • Availability during CFAN visits and for the days required during the project period (between half time and full time depending on candidate preference).
    • No conflict-of interest arises during taking this assignment.
