Job Description

WaterAid and its consortium partners are positioning to tender for the project T-WASH II: Transforming Access to WASH and Nutrition Services in Mozambique and we are looking for a potential Team Leader with suitable education, experience and skills to lead this project. The project will be funded by the UK Foreign, Commonwealth & Development Office (FCDO).
Note that the role is subject to FCDO funding being secured, with an expected start date in April 2023.

  • Contract type: Fixed term; 3.5 years with the possibility of extension.

The goal of T-WASH II is to deliver sustainable water, sanitation and hygiene (WASH) and nutrition services for up to 4.6 million people. It will indirectly contribute to increasing access for a further 2 million people through a new funding instrument allowing other donors to support one plan. The programme's main areas of work include:

1) Fund management of FCDO's contribution to the Joint Fund to support the government's National Rural Water and Sanitation Programme (PRONASAR).

2) Capacity building agent (CBA): This component will support district, provincial and national government to improve services delivery systems, multi-sectoral planning, budgeting, procurement and monitoring. Furthermore, it will support financial and administrative processes within government for improved accountability as well as strengthening social behaviour change in alignment with the National Strategy for SBCC while building on global evidence and experiences of current SBCC interventions in Mozambique. This component will also include an element of operational research to support the capacity-building efforts and help direct and re-direct the intervention, particularly on integrating nutrition and WASH where needed.

In submitting your letter of interest, please ensure that you highlight your experience in the following areas:

  • At least 5 years of programme leadership experience.
  • WASH sector knowledge / experience (preferably in Mozambique).
  • FCDO programme experience.
  • Extensive experience leading and managing multi-disciplinary programme teams at a senior level and consortia in a cross-cultural working environment.

In this role, you will manage significantly sized project budgets and lead the project team, supporting them in work plan delivery, providing coaching, performance management and technical input where necessary.

You will also:

  • Recruit, manage and hire consultants and staff required to carry out activities.
  • Be accountable for the programme's performance, including collating and delivering annual work plans.
  • Be responsible for the project's technical delivery and monitoring.
  • Maintain a strong working relationship with the programme's contact points at FCDO.
  • Be the Project representative on behalf of the consortium to a range of sector partners including locally represented multi/bi-lateral donors, international and national NGOs, CBOs and other civil society organizations, as well as the private sector and research institutions.
  • Establish mechanisms for knowledge sharing and learning between other relevant sector projects and initiatives.

To be successful, you'll need to be an exceptional communicator, coordinator and collaborator and have:

  • An advanced degree in WASH/public health, engineering, public administration/management or other related fields.
  • At least 10 years' senior-level programme management experience working with complex WASH and/or public health programmes in low-income contexts
  • Significant experience managing DfID/FCDO-funded projects (and/or projects funded by other bilateral/multilateral donor agencies) and related policies, procedures and monitoring requirements
  • Be fully committed to WaterAid's vision, mission and values and a way of working that demonstrates this, with the ability to communicate this enthusiasm to others.
