THE PROJECT

IDLO’s Strategic Plan 2021-2024 views the rule of law as both an end in itself and as an enabler of peace and sustainable development. One of the objectives of the strategy that focuses on the rule of law as an enabler, is to support the realization of environmental rights and climate justice, to promote climate resiliency, food security and increased access to land and natural resources. To support the realization of this objective, the organization has launched an initiative that aims to bolster its work in the field of land governance, particularly where it comes to land conflict management and mitigation, in connection with climate change, food security, and justice for women and girls. The first component of the project, implemented in partnership with IGAD, centers on a high-level regional conference (with an IGAD ministerial segment and an East African Court of Justice Forum special session), to be held in Uganda at the end of 2022. The second component involves the development and implementation of an action plan that identifies key events, research opportunities and partnerships that IDLO can rely on to call attention to the critical importance of the rule of law in strengthening land governance for peace and development, gender equality, food security, and climate resilience, as well as the production of two related research products.

THE ASSIGNMENT

A Program Lead is sought to lead the project, under the supervision of the Regional Programme Manager, Africa, and in close collaboration with relevant other teams and departments contributing to its implementation. The Program Lead will be asked to perform the following duties:

  •  Lead the programme team assigned to the implementation of the project and assure inter-departmental coordination to streamline contributions to the project.
  • Lead the engagement with partner IGAD and other stakeholders in the high-level conference, including national governments, and donors.
  • Guide and support the work undertaken at country level (national assessments and stakeholder engagement in Kenya, Somalia, and Uganda) to prepare and organize the high-level Conference.
  • Lead IDLO’s work as the co-convener of the high-level conference and support and enable the organization’s engagement during the conference and notably of its Director-General.
  • Guide and support the work undertaken by the research unit to develop high-quality knowledge products to support IDLO’s engagement in the field of land governance at programming and policy levels.
  • Guide and support the identification and development of opportunities for policy and programme development in the area of governance of land and natural resources.

 

IDEAL CANDIDATE PROFILE

Education / Academic qualifications

  • Graduate degree (master's or equivalent) in Law, International Relations, Development Studies, Public Health or other related field is required.

Work experience

  • 10-15 years of experience working on the interface between development programming and research, preferably within an international setting (UN, IGO, international NGO).
  • Professional experience in Rule of Law programming or in land governance is requirement, preferably in connection with climate justice, food security, and justice for women and girls.
  • Professional experience in project management, organisation of events, and team leadership are required, preferably complemented with experience conducting or managing research projects.

Languages

  •  Full professional competence in written and verbal communication skills in English is required.
  • Knowledge of other languages, French, in particular, is highly desirable.
  •  Strong command of rule of law-related terminology is desirable.

Technical competencies

  • Excellent oral presentation, communication, and networking ability and inter-personal skills; and
  • Demonstrated ability to effectively use computer and Microsoft office programs, including SharePoint, and electronic sources in research activities. 

Behavioral competencies

  • Good team player, positive attitude, flexible mind, comfortable in working in multi-cultural settings;
  • Willingness to conduct research-related missions to the field, including conflict-affected and post-conflict countries; and
  • Demonstrated ability to work proactively and independently, as well as in a small team, and doing so in a well-organized manner and exercising sound judgment.
