The Caribbean Development Bank (CDB or the Bank) is seeking to recruit an experienced professional to provide strong leadership, innovative and visionary management and oversight to the Social Sector Division of the Projects Department. The successful candidate will be based at CDB’s office in St. Michael, Barbados. 

THE ROLE 

The Division Chief, SSD (DC, SSD) integrates the capacities of a team of specialists under the SSD and provides transformative insight into the management, development, and execution of the project cycle management process for CDB-funded social sector capital and technical assistance projects, including the BNTF programme. The role provides leadership of this critical program. The DC,SSD coordinates and aligns team deliverables and outputs with the Bank's broader programming activities, ensuring seamless services and analysis that distinguishes the organisation and illustrates effective achievement of the mission. 

KEY RESPONSIBILITIES

The job will require the incumbent to:

  • Lead the delivery of technical and policy advice and assistance to BMCs, and institutions on planning, social sector strategies, policies and programmes which impact socio-economic development at regional or national levels. 
  • Lead the technical and strategic development of projects (including education and training, citizen security, shelter, agriculture) to identify opportunities for supporting BMCs and expanding the Bank's lending & development portfolio. 
  • Develop metrics to evaluate performance and impact of the Division's work program to ensure all deliverables and outputs align with Bank priorities and quality standards.
  • Develop frameworks for creating and delivering knowledge products (including management report, workshops, policy briefs) to address development challenges and ensure alignment of recommendations and outputs to organisational objectives.
  • Establish partnerships with other agencies, experts and stakeholders to discuss emerging topics related to social development, exchange views on latest findings, policy guidelines, new models of development, etc.
  •  Advise the Bank on emerging opportunities and policy issues to collaboratively develop functional and organisation-wide strategies and generate new business for the Bank.
  • Coordinate resource identification and acquisition for efficient and timely delivery of the Division’s response to BMC needs and corporate demands.
  • Lead the preparation of the Division’s annual work programme and budget, ensuring coherence with the strategic plan and synergies across thematic areas.
  • Serve on assigned committees internally and externally and actively contribute to the Bank’s strategic plan, including technical excellence, quality, knowledge management and human resources development.
  • Assign responsibility and human and financial resources for country programs and individual projects to achieve the best productivity returns. Coordinate provision of resources to/from sources external to the Division (e.g. other Divisions, external agencies).
  • Establish monitoring and reporting frameworks throughout the Divisional portfolio to ensure the efficient commitment of resources, management of risk, compliance to established budgets and targets, and timely delivery of services in response to BMC needs and corporate demands.
  • Facilitate and organise discussions on key emergent strategic and policy issues and new business opportunities.
  • Build collaborative relationships with other development agencies to develop synergies across key thematic program areas and push forth the Bank's development agenda.

QUALIFICATIONS 

The successful candidate must have:

  • A postgraduate degree or equivalent in any of the social science disciplines, natural sciences, engineering, business or other relevant disciplines.
  • Significant experience at a management level in national, regional or international organisations.
  • Expert knowledge of development issues, policies and strategies.
  • A proven track record of project cycle management and of facilitating timely delivery of lending and technical assistance operations or equivalent activities in a development finance institution.
  • Demonstrated intellectual leadership and ability to integrate broad knowledge areas, and to operationalise strategies and policies to achieve desired outcomes.
