Introduction

The position is located in the Research Department of the ILO (RESEARCH), which conducts research on labour, employment and social protection issues to contribute to policy formulation for ILO constituents at the global level. The main purpose of the Department is to assess major trends - including new technologies, demographic change, the scarcity of natural resources, the evolving role of finance and emerging patterns in development and globalisation - in relation to their socioeconomic and legal impact. Core research issues also include the assessment of "what works", in terms of decent work outcomes. 

 

The department is currently involved in a research project entitled “Practical guidance and tools to prevent and address violence and harassment in the world of work – an OSH perspective”, funded by the European Commission (GLO/21/36/EUR). The proposed project’s objective is to inform better policymakers on how to prevent and address violence and harassment in the world of work through Occupational Safety and Health (OSH) mechanisms.  The project seeks to address this through evidence based legal and policy research that will lay the groundwork for a report with a set of recommendations to inform ILO social partners globally and in the EU, through evidence-based knowledge on efforts to prevent, address and eliminate violence and harassment in the world of work. 

 

The Project Research Officer will assist in activities of the above project by providing technical support and contributing to attain the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda. 

 

The Project Research Officer will report to the project manager and contribute, among others, to the development of a report on addressing violence and harassment in the world of work, organization of events, consultations, country studies and communication and visibility related outputs of the project. 

Description of Duties

 

  1. Carry out a range of activities for the implementation of project in conformity with ILO policies, procedures and practices; the project strategies; and in accordance with ILO programming guidelines. 
  2. Support development of legal, policy and research database on addressing violence and harassment through OSH mechanisms. This includes doing desk review research on the topic, identifying, and analyzing relevant legal and policy frameworks. 
  3. Contribute to development of project research plan and seven country studies’ terms of references, identifying context specific research questions and practices in developing and challenging contexts as well as in assisting and supporting country studies’ review of OSH legislation linked to violence and harassment, policies, plans and workplace risk assessment.
  4. Carry out research around practical tools and guidance on addressing violence and harassment in challenging and developing contexts. This includes providing inputs to the final report containing clear and actionable recommendations on tools and guidance to prevent, address and eliminate violence and harassment in the world of work.
  5. Contribute to project related activities, including organization of events, liaise with partnering ILO Departments, ILO country offices (upon request), facilitate consultation within the Organization and external partners and to assist in organizing communication, and visibility actions.
  6. Assisting the project manager and other researchers in preparing power point presentations, summaries, briefings, think pieces and other ad hoc requests for the project.
  7. Undertake other duties as required by the supervisor.
     

Experience

At least three years of relevant professional experience. Familiarity with conducting legal and multi-disciplinary research and working with raw legal and policy materials and data. Good analytical skills and prior experience with writing reports and publications will be an advantage.


 

Required qualifications

Education

First level degree in law or political science. An Advanced university degree in law or political science would be an advantage. 

 

Languages

Excellent knowledge of English is required, and good working knowledge of another ILO official language is an advantage.

-    Ability to draft clearly and concisely, both for the purposes of preparing project proposals, providing advisory services and preparing reports and studies. 
-    Good interpersonal and communication skills. 
-    Good analytical skills. 
-    Ability to work on own initiative as well as a member of a team. 
-    Ability to carry out assignments in accordance with instructions and guidelines.
-    Ability to use analytical tools and qualitative and quantitative techniques.
-    Ability to conceptualise, plan, coordinate and conduct straightforward research work, discussion papers and reports.
-    Good computer skills.
-    Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
