ABOUT THE JOB

The Human Resource Officer main objective is to ensure effective service delivery in the Human resource department in Country and Area Offices.

Responsibilities:

Payroll management

  • Take lead in the management, updating, and processing of the national staff payroll in close collaboration with the other departments, ready for onward submission to finance department for payments.
  • Ensure that all statutory mandatory deductions are effected across all the staff salaries on a monthly basis.
  • Prepare and submit required reports including reconciliation reports generated by the systems on a monthly basis for audit purposes. Submit them for approval by the CD on monthly basis before payments are effected.
  • Prepare staff payslips and issue out on monthly basis.

Employee Information Management

  • Providing employment contract for newly recruited staff
  • Maintaining up to dated staff information in DRC Dynamics
  • Ensure that all staff go through a proper exit process using including , handover notes, completing the clearance form, completing the online exit interview form, and the exiting debrief with the line manager and update the senior HR Officer on all exiting staff for payroll updating.
  • Ensure departing team member is provided with employment certificate. 
  • In liaison with the department heads, prepare the country annual leave plan for national staff and ensuring that there is no staffing gaps in the process.
  • As and when necessary, bring to the attention of the HR Manager all over due accrued leave for management timely attention.
  • Develop and maintain well-organized filing system that permits easy reference and rapid retrieval of information.
  • Maintain personnel files of all national team members for respective field office, ensuring all necessary documents are on the file and monitored including: contracts, code of conduct, job description;
  • Managing time sheets in Dynamics and making sure the system is working
  • Training staff on Dynamics, HR Manual, and other HR related policies
  • Resolving Dynamics related issues if occured and giving trainings to staff on Dynamics

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • At least two year of work experience in professional settings;
  • Strong communication skills, both verbal and written;
  • Experience working in multi-cultural work settings;
  • Ability to establish and maintain good working relationships in a multi-ethnic.

Female applicants:

  • Female in DRC who travel for official trips will be allowed to travel with a Moharam and the travel/accommodation cost will be incurred by DRC.
  • Female mothers who work for DRC are eligible for Day Care cost for their children up to the age of 6.

Education/qualifications:

  • University degree with a focus on business administration and/or human resources management, or similar field..

Languages:

  • Fluent spoken and written English;
  • Profession in Pashto and Dari.
