Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is Ringgit122,690.- yearly.

Introduction

In 2015, the United Nations adopted its 2030 Agenda for Sustainable Development. Among the targets to be achieved by Member States in the next 15 years, SDG 8 target 8.7 calls for immediate and effective measures to eradicate forced labor, end modern slavery and human trafficking and secure the prohibition and elimination of the worst forms of child labor, including recruitment and use of child soldiers, and by 2025 end child labor in all its forms.  Today, more than 40 million people worldwide are victims of modern slavery, out of which almost 25 million are in forced labor and 15 million in a forced marriage to which they have not consented. Women and girls are disproportionately affected, accounting for 28.7 million or 71 percent of the overall victims.  In addition, 160 million children are still victims of child labor in the world today, accounting for almost 1 in 10 of all children across the world; nearly half of them, 79 million, work in hazardous work that directly endangers their health, safety and moral development.


At the global level, the SDG Alliance 8.7 brings together actors at all levels to collaborate, strategize, share knowledge and ultimately accelerate progress so we can deliver on this commitment by 2030. The Pathfinder Countries under this Alliance are countries that have committed to accelerate actions against forced labour and child labour


Malaysia has affirmed its commitment to address forced labour and child labour by the development of the National Action Plan on Forced Labour (2021-2025) and pledge to develop the National Action Plan on Child Labour. The Minister of Human Resources YB Saravanan also announced the government has endorsed for Malaysia to become an Alliance 8.7 Pathfinder Country.  The project in Malaysia aims to implement innovative measures to reduce child labor and forced labor, using an integrated area-based approach. This project duration is 42 months.  The project outputs are: 
•    Informal workers take measures towards the organization and representing a collective voice;
•    Child labor is prevented through increased access to livelihoods, education and social protection; and
•    National Action Plans on Forced Labor and Child Labor are operationalized.

 

Reporting lines:
The National Project Coordinator (NO-B) will work under the technical supervision of the Chief Technical Adviser and the administrative supervision of the Deputy Regional Director. 

Description of Duties

1.    Work closely with the Chief Technical Adviser and Finance and Administrative Assistant in carrying out the activities for the project. 
2.    Maintain close links with relevant national and local stakeholders among the government, employers’ and workers’ organizations and civil society active in the area of labour migration, forced labour, and child labour.
3.    Manage the project delivery, staffing (Finance and Admin Assistant), financial resources, stakeholders, and other relevant aspects.
4.    Monitor the work of implementing partners, consultants and service providers to ensure timely delivery of outputs. 
5.    Identify problems, propose solutions and follow up to expedite implementation and meet targets.
6.    Participate in policy dialogues, training workshops and technical consultations, as well as give presentations and address meetings.
7.    Assist in financial monitoring and control of resources. Prepare budget estimates and expenditure forecasts and make recommendations to management for remedial action
8.    Prepare briefs, periodical reports and information for the ILO webpage of the project, as well as other ILO web platforms. Ensure visibility by drafting news releases, official statements and other public information materials
9.    Draft, edit and translate into English or Bahasa - news releases, official documents and other public information materials
10.  Undertake missions to project sites, as necessary.
11.  Perform other duties as assigned by the supervisors.

Required qualifications

Education

University degree in public policy, international development, social science, anthropology, education, economics, or related field is preferred.

Experience

Minimum of three years of experience working on projects that address issues of child labor and/or forced labor, preferably in the country where the project is being implemented.

 

Minimum of three years of experience contributing to the implementation of project activities and contributing to project management and administration (including meeting deadlines, achieving targets, budgeting, and preparing required technical and financial reports).  

 

Previous experience running development projects and working with Malaysian labour stakeholders would be an asset.
 

Languages

Excellent command of English and Bahasa Malaysia.

•    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
