National ID Program is looking for a passionate, and innovative Communications and Program Coordinator to support the executive director in overall program management, communication with local and international stakeholders, proper documentation of both short-term and long-term documentation.

Duties and Responsibilities

1. Background
The National Identity (NID) Initiative
The Government of Ethiopia is implementing a digital National ID Program (NIDP) initiative focused on rolling out an identification system that is aligned with international best practices, including the Principles on Identification for Sustainable Development.

Led by the National ID Program and supported by the Prime Minister’s Office (PMO) and Ministry of Innovation and Technology (MInT), NID is a five-year program (2021 – 2026) set to introduce a new nation-wide foundational digital ID that will gradually serve all Identity use-cases in the nation — to offer an inclusive, residence-based and digital identification system, and ultimately support Ethiopia’s digital transformation agenda. The NID initiative will be implemented in various phases, including an initial pilot period, to enable lessons learned and technical iterations prior to a scale-up and nation-wide roll-out throughout Ethiopia. The pilot phase will be complete in the first quarter of 2022, after which transition to the main country roll-out will take place. Technology-wise, an Ethiopian custom-version of the Modular Open-Source Identification Platform (MOSIP) will be used as the ID Management System.

Duties and Responsibilities :

Under the direct supervision and Coordination of digital center of excellence, Chief of technology and Innovation Section the consultant will assume the following duties and responsibilities

● Create and maintain systems to closely monitor activities, schedule, progress and deadlines in support of the Executive Director and Program leadership team
● Proactively alert any potential schedule delays and/or overspending along with recommendations to the Executive Director and/or management team
● Responsible for ensuring creation and completeness of crucial project documents in an appropriate database and ensure that all documents are accurate
● Responsible for communication working both with the internal teams and external Communication consultant group producing press releases, handling media events, drafting content, etc
● Ensure all project materials and communications are in line and reinforce key program communication lines. Also maintain standard branding and labeling policy is enforced
● Coordinate, schedule meetings and events as requested by the Executive Director, ensure all necessary preparations are made in advance and, as necessary, provide follow-up support
● Develop an insightful analytical tool used by project leadership and team members to inform resource requests and executive decisions
● Assist with the development, revision and finalization of project documents, as requested
● Manage and facilitate the flow of essential information among team members
● Maintain project calendar and milestones
● Oversee Human Resource Management activities such as ensuring onboarding package has been provided to new team members, staff timesheets are collected and sent to finance team on time, staff time out are properly tracked and proper documents are in place
● Provide oversight for procurement processes
● Regularly meet with finance team to discuss/update project progress and provide an update to the Senior Technical team members to inform decision-making
● Oversee meeting/travel planning and logistical arrangement activities
● Work on developing planning and activity tracking tools in support of logistical arrangements needed for the project
● Oversee the invitation process for high level meeting participants and speakers, which includes following protocols and ensuring the right officials are looped in
● Coordinate with media and stakeholders for various national launch and dissemination events

Qualifications/special skills

Academic Qualifications: Advanced University Degree (Master’s Degree or equivalent) in Business Administration, Accounting, Finance, Management or related field or other relevant area is required. A first-level university degree in combination with additional year of qualifying experience may be accepted in lieu of the advanced university degree advantageous.
Experience: A minimum of 6 years’ Experience in coordinating programs, providing administrative, logistical, communication and operational support is required.
● Experience in working with international organizations and donor projects is an advantage.
● Proven ability to manage the development and implementation of project activities is an advantage.
● Analytical thinker with excellent problem-solving skills, should be able to multitask in a high volume, fast-paced work environment is an advantage.
● Team player with a high level of self-motivation and ability to set and meet goals is an advantage.
● Ability to work independently, take initiative and manage various activities in a team setting with minimal supervision is an advantage.
● Strong representational and interpersonal skills is an advantage.
● Excellent written and verbal English; proficiency in Amharic is an advantage.
● Proficiency in common computer packages (e.g. Google Docs, JIRA, Trello, Word, PowerPoint, Excel) relevant to the work is an advantage.
Language: English and French are the working languages of the United Nations Secretariat. For this consultancy fluency in English is required. Knowledge of French is desirable.
