Responsible for implementation, Admin/logistics, technical assessments, coordination and mobilizing  the field activities  of the UNDP funded project in Missan and Amara titled ‘Project Intern_Missan’ as well as supporting other livelihoods program activities, as required.

What we are looking for

 

Job Purpose - Key Responsibilities and Accountabilities

  • Implement and working on the process and procedures of Admin/logistic activities for supporting the field activities under supervision of line managers.
  • Working on the process of collecting all required documents of any Admin/logistics activities even HR process with team and make sure completing the documentation process at the specific time.
  • Implement and supervise livelihoods and economic development activities using different modalities that include vocational and skill trainings, job placement and micro grants to SEMS.
  • Under the supervision of project manager, draft weekly, monthly implementation plan and ensure team is well equipped with all the information and resources to implement the plan.
  • Supervise the overall process of beneficiary registration and selection process and ensure the right people are selected for inclusion in the program as per agreed and approved selection criteria and methodology.
  • Work with selected service provider for vocational and skill training and monitor the service delivery in terms of quality, compliance to content, delivery and effective learning.
  • Networking with private sector actors and regularly coordinate to explore the opportunities for project beneficiaries for technical trainings, apprenticeship and full-time job placement programs.
  • Work closely with private sector and SEMs to promote linkages.
  • Engage and establish strong linkages with private sector companies and other employers for emerging demands for skills and opportunities for employment.
  • Ensure gender mainstreaming for all livelihoods and economic recovery activities with inclusion of women in all program support and facilitate the women group at different stages of program implementation.
  • Work with youth groups and women groups to identify and address special needs of both for inclusion and support in livelihoods and economic recovery activities.
  • In consultation with livelihoods and economic recovery technical team and project managers agree on the range of advice, support, training and/or other assistance required to facilitate operational aspects of the programme.
  • As delegated to supervise the implementation of the livelihoods and economic recovery interventions for the programme ensuring achievement of the set objectives and milestones.
  • Ensure that Oxfam's gender policy and Code of Conduct are implemented at all levels and in all aspects
  • Understand and follow relevant standard procedures for cash programming, including compliance with policies and criteria relating to EFSVL, Cash and Voucher programming, including best practices and donors’ policies.
  • Work closely with MEAL staff to conduct monitoring of all post-distribution activities and collate information.

 

Technical Skills, Experience & Knowledge Essential

 

  • Degree (from a recognised institution) in Economics, Business Administration, Agricultural, Development Studies, Social Science, or relevant discipline.
  • Minimum of 2 years working experience in livelihoods, economic recovery programme with an NGO or similar organisation.
  • Experience of working in livelihoods interventions like Vocational and Skill training (VST) program, apprenticeship and job placement program.
  • Experience and skills in playing a supportive role, demonstrating ability to support field teams’ members to deliver results for operational work.
  • Ability to communicate and support diverse teams in consortia Oxfam works with.
  • Demonstrated understanding and experience in Cash and Voucher Programming in a humanitarian context.
  • Experience of working with an NGO – especially in project implementation, monitoring and evaluation.
  • A good understanding of the Iraqi context and cultures.
  • An understanding of gender, protection and diversity issues in livelihoods and economic development programs.
  • Strong communication & interpersonal skills, community mobilisation experience and ability to work in teams.
  • Ability to travel and to work in difficult circumstances.
  • MS Office operating skills (Word, Excel, Power point)

 

Desirable

 

  • Experience of engagement with private sector, government departments, and vocational training service providers.
  • Working experience with private sector in Iraq and good enough understanding of private sector.
